Presentation and discussion by City staff and consultant Keen Independent Research to seek the
Planning and Zoning Commission's feedback regarding the Arts and Culture Plan, a planning document
that will guide future development around arts and culture in the City (Approximate time: 1 hour).
SUMMARY
PROJECT DESCRIPTION:
The Community Services Department, in collaboration with consulting firm Keen Independent Research
(Keen), has initiated the Arts & Culture Plan, a comprehensive long-range planning document designed
to guide the citywide development of cultural activities, programming, and public art. City Council initially
identified the necessity for an Arts & Culture Manager position and recommended the formulation of this
plan in early 2024. Following the allocation of budgetary resources this year, Keen was retained to
inventory existing assets, analyze the current state of arts and culture within the municipality, and
provide a ten-year strategic roadmap for the newly established Arts & Culture Division. The resulting
draft plan incorporates extensive community feedback from over 700 participants gathered through
stakeholder interviews, vision boards, and a specialized questionnaire, encompassing both public art
initiatives and broader cultural programming. Keen is presenting this draft to the Planning & Zoning
Commission to solicit feedback on the proposed recommendations and strategic priorities, with the
finalized document slated to return to the Commission in October for consideration and a potential
recommendation of approval to the Buckeye City Council. The plan features structured implementation
guidelines with goal start dates ranging from 2027 through 2037. Accordingly, the primary objectives of
this initial Planning and Zoning Commission workshop are to provide the Commission with an overview
of the project's scope, schedule, intent, and goals, and to gather commissioner feedback for
incorporation into the final draft.  As this is a workshop session, no formal action is required at this time.

FUTURE ACTION:
It is anticipated that the Arts and Culture Plan will return to the Planning and Zoning Commission in
October 2026 for recommendation of approval prior to formal Council adoption.
