1. Introduction and Purpose of Request 
Starlight Homes Arizona desires to develop a residential community located on the southeast corner of 
Broadway Road and Apache Road in the City of Buckeye. The site is Maricopa County Assessor Parcel 
Number (APN) 504-41-724. The proposed subdivision consists of 70 single family detached residential lots 
totaling an approximate 3.2 dwelling units per gross acre. The site is approximately 22 gross acres of 
agricultural land.  The properties are currently zoned Planned Residential (PR). To facilitate the 
development of the property the developer requests for the review and approval of a final plat for Vista 
Bonita Phase 1. The development of this property will expand housing opportunities for residents in an 
established and mature area of the county where resources and infrastructure are in place to facilitate 
orderly and efficient growth.  
2. Existing Conditions 
Project is currently an active agricultural field bounded by other agricultural fields on the west, existing 
single-family residential to the north and south, and a City of Buckeye water campus to the east. The site 
is within FEMA flood zone X designation per FIRM Panel 04013C2115L. The existing site has a general 
slope which falls from the northwest to the southeast. No significant offsite flows impact the site. Please 
refer to the drainage report for more information regarding the flood plain designation and drainage 
plans.  
3. Description of Proposal 
The original Vista Bonita preliminary plat (PP05-41) was approved by the City of Buckeye’s Planning and 
Development Board on November 22, 2005. The community was designed around the small county island 
(APN 504-41-006L) as there is an existing residence located on the property. The subdivision conformed 
to the original PR zoning district (RZ00-23C) the property established when annexed into the City (A00-
09).  The first iteration of the Vista Bonita subdivision had a formal submittal of the final plat which vested 
the original total of 275 lots and the original open space requirement of 15% of the gross area. The current 
version of the preliminary plat was approved by the City of Buckeye Planning and Zoning Commission on 
June 28, 2022 as case number PLZS-21-00118.  A few modifications to the preliminary plat layout have 
subsequently been approved by staff and determined to be in conformance with the approved 
preliminary plat.  Documentation of the correspondence with staff and their approvals have been included

Zoning 
The subject property is currently zoned PR of the City of Buckeye Development Code.  The lot development 
standards table below shows the PR development standards for Vista Bonita as approved with PLZS-21-
00118.

Final Plat 
Starlight Homes Arizona desires to gain approval of the Phase 1 final plat of 4 total phases of Vista Bonita 
to develop a harmonious community in the heart of Buckeye. The proposed development has been 
designed to harmonize and work within the existing parameters and to minimize impacts and disturbances 
to adjacent land uses. Lot placement, street alignments and open space corridors have been designed to 
work efficiently and to provide compatibility with the surrounding area. 
 
Phase 1 of the proposed Vista Bonita residential community consists of 70 total lots which have a 
minimum lot size of 45’ by 120’, totaling an approximate 3.2 dwelling units per gross acre.  There are a 
total of 4 phases in the overall Vista Bonita community which are under concurrent review as PLZS-24-
0038 (Phase 2), PLZS-24-0036 (Phase 3), and PLZS-24-0037 (Phase 4). 
 
Preliminary Open Space Plan and Landscape Standards 
Landscape Improvement Plans for Phase 1 are under concurrent review as permit number ENG-24-0326. 
The development will provide a centralized open space and amenity area for Vista Bonita easily accessible 
to all residents, which is the critical design element for the development. The open space areas will 
provide residents with an opportunity to interact, socialize and gather as family and friends, creating a 
greater sense of community and togetherness.  Additional useable open space areas have been 
incorporated throughout the development to provide further recreational opportunities for community 
residents. The total open space area includes approximately 5.90 acres, or 26.6% of the phase’s gross 
area.  There is 9.41 acres of open space provided for the overall Vista Bonita community, 17.3% of the 
overall gross area.

Proposed Community Amenities  
The open space areas provide within the community have been designed to accommodate connectivity 
and provide passive and active areas for adults and children that include a variety of playground 
equipment, shade structures, bench seating, games, a ramada with picnic tables, barbeque grill, 
community lawn space for open play and plentiful trees providing ample shade.  There are several large 
open turf areas proposed in the development which residents may utilize for sports and picnic activities.  
Residential Architecture 
Building elevations and floor plans are in the preliminary design phase. Final architectural elevations, floor 
plans and details will be provided for the City’s consideration and review prior to a request for building 
permits for any of the residential units. Starlight Homes Arizona will offer multiple distinct residential 
standard plans for the proposed development. 
 
4. Relationship to Surrounding Properties 
The subject site is currently undeveloped and currently being used for agricultural purposes.  The property 
is bound by the large agricultural fields to the west, existing single-family residential to the north and 
south, and a City of Buckeye water campus to the east.

The proposed development has been designed to be compatible with the existing surrounding 
developments.  
 
5. Location and Accessibility 
The site is located at the southeast corner of Broadway Road and Apache Road. Access to Interstate I-10 
is a short drive a mile to the west, then just under two miles to the north on Miller Road. The proximity 
to the freeway will provide the future residents convenient access to a nearby hospital, shopping, dining, 
entertainment, sporting facilities and connection to other major freeways. Please refer to the Preliminary 
Plat for further detail on the site’s location and accessibility.  
6. Circulation System 
Phase 1 of Vista Bonita is the northwest portion of the overall Vista Bonita community including the offsite 
improvements from Apache and Broadway Roads. The primary point of access into the community shall 
be from the north along Broadway Road. Broadway Road is currently a two-lane paved roadway with no 
curb, gutter, or sidewalk, but Vista Bonita shall dedicate at minimum the southern 70 feet of right of way 
at minimum and construct 54 feet from centerline to back of curb with a 6-foot detached sidewalk.  A 
secondary access point is along the western edge of the community off Apache Road. Apache Road is 
currently a two-lane paved roadway with no curb, gutter, or sidewalk, but Vista Bonita shall dedicate at 
minimum the eastern 60 feet of right of way and construct 42 feet from centerline to back of curb with a 
6-foot detached sidewalk.  A minimum of 75 feet of right of way shall be dedicated along the north stretch 
of Apache Road for the right turn slip lane at the intersection with Broadway Road. 
Phase 1 of Vista Bonita has been designed to maintain these two points of access off Broadway and 
Apache Roads per City of Buckeye Fire Code.  The two points of access off the adjacent arterials shall be 
constructed in accordance with the City of Buckeye’s Residential Entrance standard detail of 60 feet of

right of way with an 8-foot landscaped median.  Right turn lanes for these entries on Broadway Road and 
Apache Road will require an additional 5-feet of right of way from the standard half street right of way of 
the arterial streets. Internal local streets will include a 50’ right of way designed to City of Buckeye 
standard detail with 32 feet from back of curb to back of curb and 5-foot attached sidewalks.  All streets 
will be constructed in accordance with the MAG design standards. Upon acceptance of the public streets, 
the City of Buckeye will be responsible for maintaining the public streets.   
7. Community Facilities and Services 
The development shall create a Vista Bonita Homeowners’ Association which shall own, manage, and 
maintain all common areas and open space facilities.  All landscaped tracts, open space and retention 
areas will be maintained by the association. 
8. Public Utilities and Services 
This application request will not adversely affect municipal and private facilities and services. The request 
will not have an adverse effect on existing or future public and private open space, recreation, schools, or
