Council to take action on the Professional Services Agreements between the City of Buckeye, an
Arizona municipal corporation, and Empire Pump Corporation, an Arizona corporation (Contract No.
32600208); Weber Water Resources, LLC, an Arizona limited liability company (Contract No. 32600257);
and Southwest Waterworks Contractors PM LLC, a Delaware limited liability company (Contract No.
32600258); and authorize the City Manager to execute and deliver said Agreements on behalf of the City
of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
The City issued a Request for Proposals (RFP) for Well Rehabilitation and Repair Services to support
the Water Resources Department's asset management program. Following a comprehensive evaluation
of all proposals received, the evaluation committee determined the proposals submitted by Southwest
Waterworks PM LLC dba Pumpman Waterworks, Weber Water Resources LLC, and Empire Pump
Corporation provided the best overall value and were most responsive to the department's operational
needs. Each agreement authorizes services in an amount not to exceed (NTE) $1,000,000 per year.
Each agreement will remain in effect for one year from the date of final execution with automatic
renewals for up to four addition and successive one-year terms. 
The Water Resources Department operates and maintains 34 active groundwater wells throughout the
City of Buckeye water service area. A critical component of these responsibilities is the scheduled
inspection, rehabilitation and repair of the wells to ensure reliability, operational efficiency, and regulatory
compliance. Each well is on a rehabilitation schedule of up to five years. To distribute costs effectively
while maintaining compliance, well rehabilitations are staggered, resulting in the inspection and
rehabilitation of up to nine annually.
The cost of well rehabilitation projects typically ranges from approximately $25,000 and $250,000 per
well, depending on several factors such as well age, condition, depth, and the extent of repairs required.
In certain cases, significant deficiencies may be identified during the rehabilitation process resulting in
repair costs that substantially exceed this range and may surpass $1,000,000 for a single well. In the
event emergency repairs exceed the $1,000,000 NTE of any one of these three contracts, staff will
request Council approval as needed to address NTE increase needs.

Maintaining the efficiency and operational health of the City's groundwater wells. Ensuring reliable
service delivery to City of Buckeye water customers.

Well rehabilitation and repairs are included in the approved FY2027 budget.
