Council to take action to authorize the City Manager to execute agreements related to Design Concept
Report (DCR), public outreach, programming, and architectural/engineering design services for Capital
Improvement Plan (CIP) Project No. 107580 – North Library & Community Center, in an amount not to
exceed $1,362,700, and to take all actions necessary to carry out the intent of this authorization.

SUMMARY
PROJECT DESCRIPTION:
On April 21, 2026, City Council approved a long-term ground lease agreement with the Church at Sun
Valley for approximately 2.5 acres located at the southeast corner of Beardsley Parkway and Canyon
Springs Boulevard for development of a future library and community center. The approved agreement
secured the project site and established a framework for shared access, parking, utility infrastructure,
and long-term operation of the facility.
The North Library & Community Center is planned as a 13,000-square-foot civic facility consisting of
approximately 10,000 square feet of library space and 3,000 square feet of community center space. The
facility will provide library services, educational opportunities, recreation programming, community
meeting space, and related public services for residents in Buckeye's northern planning area.
Following Council approval of the ground lease, the City initiated a qualifications-based selection process
to procure architectural and engineering design services. The selected consultant team will conduct
stakeholder outreach, prepare a Design Concept Report (DCR), develop conceptual design alternatives,
and complete 30%, 60%, 90%, and 100% construction documents, including all supporting civil,
structural, mechanical, electrical, plumbing, fire-life safety, landscape, and site design disciplines.
This action authorizes the City Manager to complete design and position the project for future
construction procurement and award. 
BENEFITS:
The North Library & Community Center will expand access to library, educational, recreational, and
community programming opportunities for residents in Buckeye's rapidly growing northern planning area.
The project implements recommendations identified in the City's Library Master Plan and Community
Services planning efforts while establishing a long-term civic facility to serve current and future
residents. 
FUTURE ACTION:

Upon approval of this action, staff will finalize consultant negotiations and execute a professional
services agreement. The consultant team will complete public outreach, the Design Concept Report, and
final design documents. Upon completion of design, staff will return to Council with future actions related
to construction funding, procurement, and project delivery.
FINANCIAL IMPACT STATEMENT:
This action authorizes the City Manager to execute $1,362,700 for Design Concept Report development,
architectural and engineering design services, project management, permitting support, and preparation
of final construction documents for CIP No. 107580 – North Library & Community Center. This is
included in the FY2027 budget.
