THE LAND SWAP STRATEGY
• BUHSD and City of Buckeye intend to enter into an agreement 
involving an equal exchange of assets 
• These types of exchanges are allowable under State Statute
• The land swap strategy is the best option for both BUHSD and the 
City

• Council unanimously approved purchase 
Summer 2025
• Purchase price: $1.5 million
Improvements: 
• BUHSD expansion of vehicle maintenance facility 
(aka Bus Barn); to include bus parking and barns, 
additional parking for staff, all civil and utility 
work.  Including aesthetics like wall, landscaping, 
etc.

COUNCIL ACTION 
Two separate actions tonight:
Staff recommends approval of both actions.
• BUHSD & City of Buckeye Intergovernmental Agreement & Authorization of CIP Funding
• West-MEC & City of Buckeye Cross-Access and Shared Parking Easement
