Council to take action on Resolution No. 62-26 approving the Intergovernmental Agreement between the
City of Buckeye and the Arizona Game and Fish Commission relating to outdoor recreation and wildlife
management; and authorizing the Mayor or City Manager to execute and deliver said Intergovernmental
Agreement on behalf of the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
In May 2021, Buckeye City Council approved an Intergovernmental Agreement with Arizona Game and
Fish Commission to establish a partnership focused on expanding outdoor recreation opportunities and
supporting wildlife management.  In 2022, Amendment No. 1 added Sundance Park lake to the Arizona
Game and Fish Commission's Community Fishing program, allowing the lake to be regularly stocked for
fishing.  Since implementation of the program, Game and Fish has stocked Sundance Park lake
approximately every two weeks with rainbow trout, channel catfish, sunfish, largemouth bass, and other
fish species based on seasonal conditions.  In addition to stocking activities, Arizona Game and Fish
monitors water quality and biological conditions to ensure the lake remains suitable for fish stocking. 
Under the agreement, the City provides ongoing lake maintenance and pays an annual partnership fee
to Arizona Game and Fish Commission to defray expenses associated with the program.  This IGA
continues the partnership with the Commission for an additional three-year term through June 30, 2029,
supporting recreational fishing, wildlife habitat management, and outdoor education.
BENEFITS:
The proposed Intergovernmental Agreement with the Arizona Game and Fish Commission continues
Buckeye’s participation in the highly successful Community Fishing program, which currently includes
approximately 30 urban lakes throughout the Valley. Participation in this program enhances Buckeye’s
recreational opportunities and provides residents with convenient access to quality outdoor fishing close
to home.
The program promotes outdoor recreation, environmental appreciation, and family-oriented activities by
creating opportunities for residents of all ages to enjoy fishing. In addition, the partnership provides the
City with a cost-effective and professionally managed fisheries program that includes ongoing fish
stocking, water quality monitoring, educational resources, and technical expertise from Arizona Game
and Fish.

FUTURE ACTION:
Arizona Game and Fish Commission will continue to administer the Community Fishing program at
Sundance Park lake in accordance with the terms of the IGA.  At the beginning of each fiscal year, the
Commission will submit an annual invoice to the City based on the fee amounts outlined in the IGA.  The
Commission will restock the lake approximately every two weeks and staff will continue to coordinate
with the Commission regarding scheduling, lake conditions, and other needs to support the program.  
FINANCIAL IMPACT STATEMENT:
The agreement under Section 1.6 requires the City to pay partnership fees associated with the
Community Fishing program to stock the lake at Sundance Park, which is budgeted in CSD's operating
budget on an annual basis over the term of the IGA.  The total three-year financial impact is $50,333. 
The annual amount of approximately $16,300 has been included as a part of the FY2027 budget.
