Council to take action on Change Order No. 1 to the Professional Services Agreement (Contract No.
32600104) between the City of Buckeye, an Arizona municipal corporation, and Huitt-Zollars, Inc. a
Texas corporation, related to the second phase of the Buckeye Area Drainage Master Plan Update; and
authorize the City Manager to execute and deliver said Change Order on behalf of the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
This Work Assignment No. 2 relates to continued work on the Buckeye Area Drainage Master Plan
(ADMP) Update the City is completing on the Oglesby and Rooks drainage basins in partnership with
Huitt-Zollars. This phase of the project will continue work for the study area that was started under Work
Assignment No. 1 by advancing data collection, existing conditions hydrology and hydraulics, and
proposed system evaluation efforts. Services under this work assignment will focus on project
management and coordination, data collection and records review, stakeholder interviews, final facility
inventory, supplementary mapping control and survey, existing conditions hydrology and hydraulics
model input development, model validation, flood hazard assessment, identification of areas of interest,
proposed improvements review, documentation, and deliverables for review by the City. The total not to
exceed amount will be increased by $572,153.60 to $821,763.60.
BENEFITS:
By updating of the ADMP for Oglesby and Rooks Basins, the City will be able to provide better direction
for all development in these areas (both sides of SR-85), as well as identify potential CIP projects related
to regional stormwater management. There will be cost savings to both developers and the City for
regional improvements due to this update refining and reducing the size of regional stormwater
infrastructure.
FUTURE ACTION:
Final design, public outreach, design-level refinement and final recommended improvements will be
completed under subsequent work assignments. There will be cost savings to both developers and the
City in relation to regional stormwater improvements due to this update refining and reducing the size of
regional stormwater infrastructure. In addition, the update may identify future CIP project relating to
regional stormwater infrastructure.
FINANCIAL IMPACT STATEMENT:
The $572,153.60 for Work Assignment No. 2 is within the approved consulting budget for Development
Services.

CURRENT FISCAL YEAR TOTAL COST:
The total amount of Work Order No. 1 ($249,610.00) and this Work Order No. 2 ($572,153.60) will result
in a total not-to-exceed (NTE) amount of $821,763.60 for FY2026. This will be carried over to FY2027.
