RECITALS:
The City and Consultant entered into Contract No. 32600104 dated April 2, 2026. Pursuant to
which Consultant was to provide Professional Services for the Buckeye Area Drainage Master
Plan Update project with an expiration date of July 31, 2026, and a not-to-exceed amount of
$249,610.00.
AGREEMENT CHANGES:
1.
Section 1 Term of Agreement, is amended by extending the Agreement end date
from July 31, 2026, to June 30, 2027.
2.
Section 3 Compensation, is amended by increasing the total not-to-exceed
amount by $572,153.60, from $249,610.00 to $821,763.60.
3.
Exhibit A of the Original Agreement Scope of Work and Fee Proposal, is
amended to incorporate the additional services set forth in Exhibit 1 of Change Order #1.
ADDITIONAL PROVISIONS:
Except as amended herein, all provisions of the Agreement remain in full force and effect.
In the event of any conflict or discrepancy between the terms of this Change Order, the
Agreement, and any other contract documents, the documents shall govern in that order.
This Change Order may be canceled pursuant to the provisions of A.R.S. ยง 38-511.

Plan-Update, Work Assignment Number 2. Included herein is our proposed Scope of Work and the
Fee Schedule/Project Estimating sheet.
Our proposed not-to-exceed fee is $516,290.00 plus subconsultant fees of $54,863.60 and
reimbursables fees of $1,000.00 for a total not-to-exceed fee of $572,153.60 to be billed on an hourly
basis at the rates shown in the attached Project Estimating Sheet and lump sum for the subconsultant
payment phase.

PROJECT DESCRIPTION:
Huitt-Zollars, Inc. (CONSULTANT) will provide professional engineering services to support Work
Assignment No. 2 for the Buckeye Area Drainage Master Plan Update (ADMP-U). The purpose of this
work assignment is to continue development of the updated drainage master plan for the study area by
advancing data collection, existing conditions hydrology and hydraulics, and proposed system evaluation
efforts. See Figure 1 for study area and FLO-2D subdomains.

Services under this work assignment will focus on project management and coordination, data collection
and records review, stakeholder interviews, final facility inventory, supplementary mapping control and
survey, existing conditions hydrology and hydraulics model input development, model validation, flood
hazard assessment, identification of areas of interest, proposed improvements review, documentation,
and deliverables for review by the City of Buckeye.
This work assignment is intended to develop and document the existing conditions model and
supporting datasets needed for flood hazard assessment and future alternatives development. Final
design, public outreach, design-level refinement, and final recommended improvements will be
completed under subsequent work assignments, as directed by the CITY.
GENERAL TASKS
1.0
MEETINGS & COORDINATION
1.1
Project Management & Coordination: The CONSULTANT will provide overall project
management, including consultant coordination, project scheduling, invoicing, and
monthly progress reporting based on the anticipated project duration.
1.2
Agency & Partner Coordination: The CONSULTANT will coordinate with adjacent
agencies and key partners, including the Flood Control District of Maricopa County,
ADOT, Roosevelt Irrigation District, Western Area Power Administration (WAPA) ,
developers, and others as needed to support development of the Work Assignment No.
2 analyses.
1.3
Meetings: The CONSULTANT will attend meetings and coordinate project teamwork
efforts with the CITY. Meetings may include progress meetings, agency coordination
meetings, field coordination, GIS/data coordination, utility coordination, review
meetings, and comment resolution meetings as needed.

DATA COLLECTION
2.1
GIS Data: The CONSULTANT shall collect and review pertinent GIS information available
from the CITY, the District, ADOT, SRP, and other stakeholders or public sources. The
information may include GIS databases, land use data, zoning, drainage infrastructure,
aerial photography, soils, terrain data, floodplain information, and other relevant
datasets needed to support the existing conditions hydrology and hydraulics model.
2.2
Data Collection & Inventory: The CONSULTANT shall review relevant existing studies,
plans, record drawings, planning documents, development plans, drainage reports,
floodplain studies, storm drain data, and other reference materials for the study area.

The review will support development of the final facility inventory and model input
datasets.
2.3
Stakeholder Interviews & Data Collection: The CONSULTANT shall interview selected
stakeholders and coordinate with the CITY to identify known flooding issues, drainage
concerns, maintenance observations, and other information relevant to the existing
conditions assessment.
2.4
Data Collection Documentation: The CONSULTANT shall document the information
collected, sources reviewed, key findings, data limitations, and notable data gaps.
Documentation may include narrative summaries, GIS exhibits, and supporting tables
for incorporation into the project deliverables.
FINAL FACILITY INVENTORY
3.0
FINAL FACILITY INVENTORY
3.1
Final In-Office Facility Inventory: The CONSULTANT shall use available data obtained
through the data collection effort to develop a spatially referenced inventory of
hydraulically significant facilities within the study area. Facilities may include bridges,
culverts, channels, storm drain systems, roadway crossings, berms, embankments,
detention basins, retaining walls, irrigation features, and other hydraulic controls
deemed significant by the CONSULTANT.
3.2
Field Reconnaissance: The CONSULTANT shall perform field reconnaissance of selected
hydraulically significant facilities to support the existing conditions hydrology and
hydraulics modeling. Field observations may include structure type, approximate size,
material, inlet and outlet conditions, channel characteristics, visible obstructions, and
other hydraulic control features relevant to model development.
3.3
Facility Inventory GIS Dataset & Documentation: The CONSULTANT shall prepare a GIS
dataset and supporting documentation summarizing the hydraulically significant
facilities identified through records review, mapping review, and field reconnaissance.
The dataset will be developed for use in the existing conditions hydrology and hydraulics
modeling and project documentation.
SUPPLEMENTARY MAPPING CONTROL & SURVEY
4.0
SURVEY
4.1
Mapping Control: The CONSULTANT shall coordinate mapping control needed to
support supplementary mapping and survey efforts. Mapping control will be used to
support aerial mapping, model terrain review, and field verification of selected hydraulic
features.
4.2
USGS/Aerial Flight QC & Integration: The CONSULTANT shall review available USGS and
newly acquired aerial mapping data, perform quality control checks, and integrate the
best available mapping into the project terrain and model development workflow. The

CONSULTANT shall document notable mapping adjustments, limitations, and areas
requiring future refinement.
4.3
Hydraulically Significant Embankment Survey: The CONSULTANT shall perform survey
of selected hydraulically significant embankments and related control features to
support refinement of model inputs. Survey may include selected overtopping locations,
weir elevations, embankment crests, hydraulic structures, and other features needed
for planning-level hydraulic representation.
EXISTING CONDITIONS HYDROLOGY & HYDRAULICS MODELING
5.0
MODEL INPUT PARAMETERS
5.1
Grid Elevation Adjustments: The CONSULTANT shall develop and refine grid elevation
inputs using the best available terrain data. Adjustments may include incorporation of
supplemental mapping, removal or refinement of terrain artifacts, hydraulic structures
upstream and downstream inverts, and documentation of terrain changes used in the
model. The CONSULTANT will provide a Topography Changes Dataset to document any
changes made.
5.2
Rainfall Frequency, Duration and Distribution: The CONSULTANT shall develop rainfall
inputs for the selected design storm frequencies, durations, and distributions in
coordination with applicable District guidance and the CITY. Spatial rainfall data and
storm distribution assumptions will be documented for the existing conditions model.
Duration: The CONSULTANT will run the base models with both 6-hour and 24-hour
durations and evaluate the results. The CONSULTANT will compare peak discharges and
flow depths throughout the entire watershed to determine where one storm duration
may control. The CONSULTANT will recommend the use of one storm duration (if
practical) or two storm durations (if necessary) for analyses.
Distribution: The CONSULTANT will develop a GIS file for assigning spatially varied
point rainfall based on the depth duration frequency ASCII grids from NOAA Atlas 14 as
approved by the District. The Pattern No. 1 distribution will be used for the 6-hour
storm, and the SCS Type II distribution will be used for the 24-hour storm. Selection
and application of the design of rainfall distributions shall be approved by the District
and CITY prior to commencing modeling if other than the aforementioned distributions
are utilized.
5.3
Obstructions To Storage (ARF.Dat): The CONSULTANT shall develop obstruction-to-
storage (buildings) inputs for the model using the surface feature characterization and
applicable mapping data. The ARF.Dat file will be developed to represent buildings,
walls, and other features that reduce available flood storage within the model grid.
5.4
Final Surface Feature Characterization (SFC): The CONSULTANT shall refine the Surface
Feature Characterization dataset used to assign spatially varied land coverage,
Manning's n-values, imperviousness, and related model parameters based on available
land use, aerial mapping, and CITY/District guidance.

5.5
Final Hydraulically Significant Structures (Culverts) & Rating Tables: The CONSULTANT
shall develop final model inputs for hydraulically significant culverts and related
structures. Culvert rating tables may be developed using appropriate hydraulic
calculations, HY-8, or other accepted methods based on available survey, mapping, and
field information.
5.6
Street Conveyance Refinement: The CONSULTANT shall refine street conveyance
representation where roadway grades, crowns, curbs, gutters, and crossings materially
affect flow patterns. Refinements will be based on available mapping, survey, and
engineering judgment appropriate for the planning-level model.
5.7
Gila River Downstream Boundary Connection: The CONSULTANT shall evaluate and
develop the downstream boundary connection to the Gila River as needed to support
the existing conditions model. The boundary condition will be coordinated with
available data, model extents, and applicable review requirements.
5.8
Storm Drain (SWMM): Inventory, Nomenclature, GIS Dataset, Inlets, & ".inp" file
development: The CONSULTANT shall develop storm drain inventory and SWMM input
data for selected hydraulically significant storm drain systems. This task may include
system nomenclature, GIS dataset development, inlet representation, connectivity
review, and development of the associated .inp file for model use. The storm drain input
file will then be used to develop the supporting FLO-2D storm drain inlet geometry data.
The GIS Dataset will be sufficiently detailed to reference the original data sources. This is
important since the data is derived from various agencies and consultants. The GIS
dataset will represent the full extent of the significant storm drain system and it will
contain information regarding the data source with references. The storm drain system
data will be compiled as GIS features that must be capable of being directly imported
into the storm drain GUI software that generates the *.inp file.
5.9
Obstructions To Flow (Walls In LEVEE.DAT Input File) & Wall Opening: The
CONSULTANT shall develop obstruction-to-flow inputs for significant walls and related
hydraulic barriers. Wall openings and flow paths will be represented where data is
available and where the feature materially affects existing conditions flow patterns.
5.10
1-D Channel Data Development: The CONSULTANT shall develop 1-D channel data
where necessary to represent hydraulically significant channel systems within the
modeling framework. Data development may include channel geometry, cross-section
information, roughness parameters, connectivity, and related hydraulic inputs. This task
is limited to six (6) linear miles of 1D inset channel modeling.
5.11
Floodplain Cross Sections (FPXSEC.DAT): The CONSULTANT shall develop floodplain
cross-section inputs needed to support floodplain assessment and reporting. The
CONSULTANT will work with the CITY to determine the final cross-section placement for
presentation of the final results. The CITY will approve the locations and orientation of
the floodplain cross sections. Floodplain cross sections will be placed at locations of
major flow paths, upstream and downstream of channel flow splits, and locations of
major infrastructure. All floodplain cross sections will be placed perpendicular to the

flow path and when possible, be placed south/north or east/west to minimize
computational error.
5.12
Rainfall Losses: The CONSULTANT shall develop rainfall loss parameters using the
Surface Feature Characterization dataset, available soils data, and applicable District
guidance. The Green and Ampt method and other applicable parameter assumptions
will be coordinated and documented as part of the model development.
5.13
Hydraulically Significant Embankment Refinement: The CONSULTANT shall refine
hydraulically significant embankment representation based on available mapping, field
reconnaissance, and additional survey data. Refinements will focus on embankments
that materially affect flow impoundment, overtopping, routing, and flood hazard limits.
5.14
Model Scenarios: The Existing Conditions modeling will consist of the 100-year storm
events. The CONSULTANT will run the base models with both 6-hour and 24-hour
durations and evaluate the results. The CONSULTANT will compare peak discharges and
flow depths throughout the entire watershed to determine where one storm duration
may control. The CONSULTANT will recommend the use of one storm duration (if
practical) or two storm durations (if necessary) for the 10-year storm event models.
6.0
MODEL VALIDATION
6.1
Validation & Calibration: The CONSULTANT shall validate and calibrate the existing
conditions hydrology and hydraulics model using applicable District methodologies and
available data. Validation information may include anecdotal data, documented flooding
observations, photographs, regression checks, high-water information, and other
available references.
6.2
Parameter Adjustments: Based on the results of the preliminary validation and
calibration effort, the CONSULTANT shall make reasonable adjustments to selected
model parameters, where justified, to improve the preliminary representation of
watershed response. Parameter adjustments may include refinement of rainfall loss
inputs, roughness characterization, wall and embankment representation, hydraulic
structure representation, and other model inputs that materially affect planning level
results. Parameter adjustments performed under WA#2 are intended to support
development of an existing conditions model and constitute final calibrated parameter
selection
6.3
Existing Conditions H&H Model Scenarios: The CONSULTANT shall run existing
conditions hydrology and hydraulics model scenarios for the final datasets for the 100-
year, 6-hour and 24-hour, and 10-year, 6-hour and 24-hour.
6.4
Existing Conditions Model QA/QC Checklist Review & Submittal: The CONSULTANT
shall perform internal QA/QC of the existing conditions model and supporting datasets
prior to submittal. QA/QC shall be performed in general accordance with applicable
prepared to document the status of model development, preliminary validation, key
assumptions, and items requiring future refinement. The CONSULTANT shall address
internal QA/QC comments prior to submittal to the CITY.

FLOOD HAZARD ASSESSMENT & AREAS OF INTEREST (AOI)
7.1
Flood Hazard Assessment: The CONSULTANT shall review existing conditions model
results to identify flood hazard areas, including areas of significant depth, velocity,
inundation, infrastructure impacts, and other drainage-related risks within the study
area.
7.2
Existing Drainage Infrastructure Assessment: The CONSULTANT shall assess key existing
drainage infrastructure based on the facility inventory, model results, field observations,
and available data. The assessment will identify potential capacity limitations,
overtopping locations, maintenance concerns, and infrastructure that may influence
flood hazard patterns.
7.3
AOI's Identification: The CONSULTANT shall identify areas of interest based on model
results, flooding complaints, stakeholder input, infrastructure limitations, and
engineering judgment. The AOIs will be used to focus future mitigation and alternatives
development efforts.
7.4
AOI's Brainstorming Session: The CONSULTANT shall facilitate a brainstorming session
with the CITY to review identified AOIs, discuss key flooding mechanisms, and identify
potential concepts or evaluation priorities for future work assignments.
7.5
Documentation: The CONSULTANT shall document the flood hazard assessment,
drainage infrastructure assessment, AOI identification, and brainstorming session
outcomes. Documentation may include maps, exhibits, tables, and narrative summaries
for inclusion in the project deliverables.
PROPOSED IMPROVEMENTS REVIEW
8.0
PROPOSED IMPROVEMENTS
8.1
Storm Water, Capital Improvement Projects Review: The CONSULTANT shall review
available storm water capital improvement project within the study area illustrated in
Figure 1 that may affect drainage patterns, flood hazards, or future mitigation
opportunities within the study area.
8.2
Private Development Proposed Drainage Solutions & Strategies Review: The
CONSULTANT shall review available private development regional drainage solutions
and strategies that may influence existing or future drainage conditions. This review
may include proposed basins, channels, storm drain systems, grading, outfalls, and
other drainage improvements where information is available.
8.3
Low Impact Development Opportunities: The CONSULTANT shall identify potential low
impact development opportunities that may support stormwater management, runoff
reduction, water quality, or planning-level drainage benefits within the study area.
8.4
Opportunities and Constraints Exhibit & Documentation: The CONSULTANT shall
prepare exhibits and documentation summarizing drainage-related opportunities and
constraints identified through the proposed improvements review, existing conditions
modeling, infrastructure assessment, and stakeholder coordination. This will include
flood hazard areas, proposed CIP projects, private development proposed regional
drainage solutions, and constraints that may influence future mitigation alternatives.

Proposed Improvements Review Workshop: The CONSULTANT shall conduct a
workshop with the CITY to review capital improvement projects, private development
drainage strategies, low impact development opportunities, and other drainage-related
opportunities and constraints.
DELIVERABLES

DOCUMENTATION & DELIVERABLES
9.1
Updated GIS Dataset / Report / Exhibit: The CONSULTANT shall prepare updated GIS
datasets, report materials, and exhibits developed under Work Assignment No. 2.
Deliverables may include facility inventory mapping, model input datasets, flood hazard
exhibits, AOI exhibits, and other supporting materials.
9.2
Existing Conditions Hydrology and Hydraulics Report: The CONSULTANT shall prepare
an existing conditions hydrology and hydraulics report documenting the modeling
approach, assumptions, input parameters, data reviewed, validation efforts, model
results, flood hazard assessment, and key findings developed under Work Assignment
No. 2.
9.3
QA/QC Checklist Review & Submittal: The CONSULTANT shall finalize and submit the
QA/QC checklist associated with the existing conditions model and supporting
documentation. The checklist shall summarize model development status, internal
review, key assumptions, and validation steps.
9.4
Agency Coordination & Comment Resolution: The CONSULTANT shall support agency
coordination and comment resolution for the Work Assignment No. 2 deliverables. This
task includes review of consolidated comments, coordination with the CITY and
reviewing agencies, and one update to the model or report package based on agreed
comment responses.

10.2
Aerial Flight (Subconsultant): Cooper Aerial will provide aerial flight and related
mapping services to support supplementary mapping, terrain development, and model
input refinement for Work Assignment No. 2. The total areas are shown in Figure 2
below resulting in approximately 2,820 acres of new mapping and planimetrics data.

WORK ASSIGNMENT NO. 3 (WA#3):
Utilizing the Flood Hazards Assessment, areas that would benefit from drainage infrastructure
improvements will be identified. Once consensus is reached with the stakeholders, work will commence
on the development of concepts, a detailed alternatives analysis, and recommended plans in the form of
mini design concept reports.
13.1 WA3 Detailed Scope and Fee: The CONSULTANT will prepare a detailed scope of work
and fee for Work Assignment No. 3 based on the WA#2 findings and recommendations.
13.2 Project Work Plan Update: The CONSULTANT will prepare a PWP Update that will be
used as a roadmap for the next Work Assignment.
