The Division of Community Assistance and Development is awarding $4,253,569 in Community
Services Block Grant (CSBG), and CSBG Cares Act carryover funds from SFY 2022 allocations for 
use in State Fiscal Year (SFY) 2023.  Funds are being allocated to the following designated CSBG 
eligible entities and one limited purpose entity.  These funds will be added to the SFY 2023

Low Income Home Energy Assistance Program (LIHEAP) State Fiscal Year (SFY) 2023     
SFY 2022 Carryover and SFY 2023 Allocation Adjustment for Navigator Services and Regular 
LIHEAP 
The Division of Community Assistance and Development (DCAD) is awarding a net total of 
$6,913,449 in Low Income Home Energy Assistance Program (LIHEAP) Navigation carryover funds 
from SFY 2022, and adjusted allocations for SFY 2023 LIHEAP Funds, for use in State Fiscal Year 
(SFY) 2023 for Navigator services.  These funds are being allocated to the following designated 
Contracted Navigator agencies.  Regular LIHEAP carryover funds from SFY 2022 and Regular 
LIHEAP funds for SFY 2023 are also being awarded to the Arizona Department of Housing for 
Weatherization services, and to the Tohono O’odham Nation for utility assistance services. These 
funds will be added to the SFY 2023 contracts.

Regular LIHEAP funds were decreased as DCAD began providing LIHEAP payments on October 1,
