Council to take action on Resolution No. 55-26 approving the 2026 Library Services Technology Act
(LSTA) Subgrant Award through the Arizona State Library, Archives and Public Records, a Division of
the Arizona Secretary of State; and authorizing the City Manager to accept said Subgrant Award on
behalf of the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye’s Community Services Department seeks to develop and implement a Makerspace
Program for the Buckeye Public Library. Funds from the Grant Award will be used to purchase
makerspace equipment and materials, including a three-dimensional (3D) printer, sewing and
embroidery machine, vinyl printer, and other tools. These tools will support hands-on learning
opportunities that introduce participants to advanced technology, Science, Technology, Engineering,
Arts, and Mathematics (STEAM)-based tools, and creative skill development programs at the Buckeye
Public Library – Coyote Branch.  Community members will benefit from this Makerspace because it will
support lifelong learning and introduce new and innovative technology and skill-building opportunities.
The Makerspace is part of the Buckeye Public Library’s Master Plan. After the 12-month grant period of
performance is completed, the Buckeye Public Library – Coyote Branch will continue to provide public
access to the Makerspace.
BENEFITS:
The objective is to expand and enhance the Buckeye Public Library’s program offerings to the public.
Community members will benefit by gaining hands-on access to emerging technology, enhanced digital
literacy, and engagement in unique learning experiences. Makerspace resources and technology may
also aid individuals who face difficulties learning through traditional methods. Makerspaces aid students'
preparation for careers focused on problem-solving, creativity, adaptability, and technological literacy.
These skills are in high demand for Science, Technology, Engineering, Arts, and Mathematics (STEAM)
industries. This project also supports digital equity, workforce readiness, and the Buckeye Public
Library’s role as a community hub for learning and innovation, while fulfilling an item on the public
library's master plan.
FUTURE ACTION:

After all Grant Award funds have been expended, and after the 12-month grant period of performance
has expired, any additional Makerspace needs will come from the Community Services General Fund
account unless additional grant funding opportunities become available, in which case the Grants team
will pursue.
FINANCIAL IMPACT STATEMENT:
The 2026 Arizona Library Services and Technology Act Subgrant portion is $38,240.00. There is a
$48,318.40 in-kind match required. The in-kind match consists of the time and efforts of three Buckeye
Public Library staff members to manage the Makerspace program. This in-kind match is included in the
Community Services General Fund Budget for fiscal year 2027. The total cost is $86,558.40. By
approving Resolution No. 55-26, Council authorizes the execution and delivery of the Assurances and
Certifications for 2026 Arizona LSTA Subgrant Award, and acceptance of the Grant Award, as well the
Finance Department budget authority.
CURRENT FISCAL YEAR TOTAL COST:
The total fiscal year 2027 cost is $86,558.40, with a $38,240 reimbursable based on the budget and the
balance covered by budgeted in-kind payroll. These amounts have been included in the City of
Buckeye's Community Services Department General Fund Budget, and the Community Services
Department Grant Budget.
