Council to take action to ratify and approve the submission of a grant application under the “BJA FY25
Comprehensive Opioid, Stimulant, and Substance Use, Site-Based Program” grant opportunity to the
Bureau of Justice Assistance through the United States Department of Justice, with a grant request in
the amount of $1,300,000 and a non-required $435,705 match from the City of Buckeye, with total
project cost of $1,735,705 over a period of 36 months; and authorize and direct the Mayor, City
Manager, City Attorney, and City Clerk to take all steps necessary to cause the execution and delivery,
and carry out the purpose and intent of, said grant application.

SUMMARY
PROJECT DESCRIPTION:
BPD seeks to address the 35% increase from 2022 to 2025 in opioid and substance abuse offenses
through the establishment of an Opioid and Substance Abuse Unit. This unit will investigate and interdict
drugs, weapons, and human trafficking activities and combat violent crimes with an overarching goal to
enhance public safety and reduce overdose deaths.
If awarded, the project will cover the salary, benefits, and vehicles for two full-time sworn Detectives and
one full-time Sworn Sergeant for 36 months. The BPD’s goal is to increase investigation and prosecution
efforts while collaborating with neighboring jurisdictions and service providers. Another goal is the
continuous improvement of services provided to victims of drug, weapons, and human trafficking. BPD
anticipates an initial increase in drug-related cases, but the goal is to reduce opioid related incidents
through early detection, prevention, and awareness efforts. The goal is to reduce the incidents of opioid
abuse from the 2025 level of 274 to below 200 within the next five years.
BENEFITS:
If awarded, the addition of the two full-time sworn Detectives and one full-time Sergeant position will
benefit BPD as an effective means to combat opioid, stimulant, and substance use crimes in the
community. The addition of these three personnel will significantly enhance the City’s ability to
investigate, prevent, and respond to drug-related criminal activity and violent crime. This strategic

investment in public safety positions the City to safeguard its residents and protect its economic vitality.
FUTURE ACTION:
If awarded, any grant award agreement will be presented to Council for budget authority, as well as the
authority to accept and execute the grant awarded. If awarded and after all grant funds have been
expended and after the 36-month grant period of performance has expired, the City of Buckeye will have
the following options regarding the two sworn Detectives and the one Sergeant: retain the positions,
terminate the positions, or research alternative funding opportunities that may be pursued by the Grants
Team.
FINANCIAL IMPACT STATEMENT:
The “BJA FY25 Comprehensive Opioid, Stimulant, and Substance Use, Site-Based Program” Grant
portion is $1,300,000. The grant funding will cover the full cost of two sworn Detectives' and one
Sergeant’s salary, benefits, and vehicles during the first two years and part of the third-year personnel
cost. The non-required match will cover the remaining personnel cost in the third year, all over a period
of performance of 36 months. The non-required match for this grant is $435,705, which is anticipated to
be expended in fiscal year 2029. If awarded, this non-required match will be included in BPD’s General
Fund Budget in fiscal year 2029. The total cost is $1,735,705. If awarded, any grant award agreement
will be presented to Council for budget authority, as well as the authority to accept and execute the grant
award.
CURRENT FISCAL YEAR TOTAL COST:
The total first fiscal year 2027 cost is estimated to be $735,302, all of which will be reimbursable by the
grant. The grant is expected to also fully cover year two expenses. The grant will cover a portion of year
three, and an estimated $435,705 non-required match will be expended in fiscal year 2029. If awarded,
this non-required match will be included in the BPD's General Fund Budget in fiscal year 2029. The total
cost over 36 months will be $1,735,705 with $1,300,000 reimbursable through the grant.
