SUMMARY
PROJECT DESCRIPTION:
On June 21, 2022, the Buckeye City Council approved Resolution No. 49-22, authorizing an
Intergovernmental Agreement between the City of Buckeye and Maricopa County Human Services. This
agreement reinstated the Community Action Program in Buckeye after it had been relocated to Gila
Bend by the County in June 2012. Since 2022, the Council has annually renewed the Intergovernmental
Agreement to continue providing rental and utility assistance to residents experiencing hardship.
Amendment No. 4 to the Intergovernmental Agreement proposes to extend the partnership with
Maricopa County through fiscal year 2027.  
Under the terms of the Intergovernmental Agreement, Maricopa County will allocate $66,000 to the City
to support staffing for the Community Action Program for the first six months of the IGA renewal with an
amendment from Maricopa County anticipated in December 2026 to provide additional administrative
funds for the second part of the fiscal year. These funds help cover salaries for City staff who provide
direct case management services. Staff assess client eligibility, administer emergency rental and utility
assistance, and make referrals to other west valley service providers. They also work to identify service
barriers and collaborate with partners to find solutions that connect residents to critical resources.
BENEFITS:
Approval of Amendment No. 4 to the Intergovernmental Agreement will secure $66,000 in funding for the
first six months to support the Community Action Program with an amendment to provide additional
funding for the second part of the fiscal year expected in December 2026. The CAP services include
emergency rental and utility assistance and broader case management for residents in crisis.  In addition
to providing funds to offset costs to administer the program, Maricopa County provides funds for direct

assistance programs. For example, in prior years, Maricopa County has provided approximately
$800,000 per year in direct rental and utility assistance to nearly 1,400 individuals across 450 Buckeye
households. Similar levels of support are anticipated in future years.
FUTURE ACTION:
The proposed amendment covers a one-year term from June 30, 2026 through June 30, 2027. 
However, the funding associated with the agreement only covers a six month period.  An amendment will
be brought before Council with additional funds for the second part of the fiscal year, which is anticipated
in December 2026. 
After Amendment No. 4 to the Intergovernmental Agreement expires at the end of FY2027, Buckeye
anticipates receiving a new Amendment to the Intergovernmental Agreement from the Maricopa County
Human Services Department for FY2028, which said grant will be presented to the Council for approval.
FINANCIAL IMPACT STATEMENT:
The Intergovernmental Agreement funds $66,000 towards staffing costs for social services for the first
six months of FY2027. The County will provide an amendment to the agreement in the December
timeframe to provide additional funds to offset administrative costs for the second part of FY2027.  The
funds received from Maricopa County offsets approximately 21% of the total program administration and
operation costs, with the remainder funded by the Community Services General Fund operating budget. 
The amounts have been included as a part of the FY2027 budget.

The cost that is reimbursable by Maricopa County for the first six months of fiscal year 2027 is $66,000,
which is budgeted in org 30604150.
