Amendment No. 4 to the Intergovernmental Agreement between Maricopa County and the City of Buckeye
for Community Action Program services funding– Summary Recap
Project Description:
On June 21, 2022, the Buckeye City Council approved Resolution No. 49-22, authorizing an
Intergovernmental Agreement between the City of Buckeye and Maricopa County Human Services. This
agreement reinstated the Community Action Program in Buckeye after it had been relocated to Gila Bend
by the County in June 2012. Since 2022, the Council has annually renewed the Intergovernmental
Agreement to continue providing rental and utility assistance to residents experiencing hardship.
Amendment #4 to the Intergovernmental Agreement proposes to extend the partnership with Maricopa
County through fiscal year 2027. Under the terms of the Intergovernmental Agreement, Maricopa County
will allocate $66,000 to the City to support staffing for the Community Action Program for the first six
months of the IGA renewal with an amendment from Maricopa County anticipated in December 2026 to
provide additional administrative funds for the second part of the fiscal year. These funds help cover
salaries for City staff who provide direct case management services. Staff assess client eligibility, administer
emergency rental and utility assistance, and make referrals to other west valley service providers. They
also work to identify service barriers and collaborate with partners to find solutions that connect residents
to critical resources.

Future Action:
After Amendment No. 4 to the Intergovernmental Agreement expires, Buckeye anticipates receiving a
new Amendment to the Intergovernmental Agreement from the Maricopa County Human Services
Department, which said grant will be presented to the Council for approval.
Objectives and Expected Outcomes:
Approval of Amendment No. 4 to the Intergovernmental Agreement will secure up to $165,000 in
funding to support the Community Action Program services in Buckeye. These services include
emergency rental and utility assistance and broader case management for residents in crisis. In addition
to the $66,000 to cover Buckeye administrative costs, Maricopa County provides funds for direct
assistance programs. For example, in prior years, Maricopa County has provided approximately $800,000
per year in direct rental and utility assistance to nearly 1,400 individuals across 450 Buckeye households.
Similar levels of support are anticipated in future years.
Financial Impact Statement:
The Intergovernmental Agreement funds $66,000 towards staffing costs for social services from July 1,
2026, to June 30, 2027. This funding offsets approximately 30% of the total program administration and
operation costs, with the remainder funded by the Community Services General Fund operating budget.
