Council to take action to ratify and approve the submission of a $20,178,000 grant application under the
“Fiscal Year 2026 Safe Streets and Roads for All Funding - Implementation” grant opportunity to the U.S.
Department of Transportation, with a request of $16,142,400 from the U.S. Department of Transportation
and a required $4,035,600 match from the City of Buckeye; and to authorize and direct the Mayor, City
Manager, City Attorney, and City Clerk to take all steps necessary to cause the execution and delivery,
and carry out the purpose and intent, of said application.

SUMMARY
PROJECT DESCRIPTION:
The Buckeye Program Management Office seeks to protect Buckeye’s roadway users by implementing
the TSP's suggested infrastructure improvements, public safety infrastructure improvements, and a
comprehensive education campaign to promote safe driving habits. The grant proposes to reconstruct
high-injury locations that are on the high-risk network on Yuma Road, and at the Watson Road and West
Sundance Avenue intersection. The application also seeks to launch a citywide safety education
campaign targeted at changing drivers’ behaviors. Lastly, the grant seeks to modernize public safety
infrastructure to improve post-crash care through efficiency upgrades in detection, response, and
clearance.
The grant would fund this effort over 60 months. If awarded, these projects will be included in the Capital
Improvement Program Budget. If awarded, the Award Agreement will be presented to Council for budget
authority, as well as the authority to accept and execute the grant award.
BENEFITS:
If awarded, the proposed infrastructure improvements, public safety infrastructure improvements, and a
comprehensive education campaign will address Buckeye’s current roadway safety risks. Once the
infrastructure improvements and education campaigns are complete, it is anticipated that serious injuries
and deaths on Buckeye’s roadways will be reduced. More than 124,000 roadway users will benefit from
the safety features of the proposed improvements and education campaign.

FUTURE ACTION:
If awarded, the Award Agreement will be presented to Council for budget authority, as well as the
authority to accept and execute the grant award. If awarded and after all grant funding has been
exhausted, any additional roadway maintenance needs and/or educational campaign needs will come
from the Program Management Office (PMO) who will create a Capital Improvement Program (CIP)
project that will incur costs, unless additional grant funding opportunities become available, in which case
the Grants team will pursue.
FINANCIAL IMPACT STATEMENT:
The “Fiscal Year 2026 Safe Streets and Roads for All Funding - Implementation” federal grant portion is
$16,142,400. There is a $4,035,600 match required for this grant. The total cost is $20,178,000. It is
anticipated that these costs will be incurred over a five-year period. If awarded, the match will be
included in the Capital Improvement Program Budget. If awarded, the Award Agreement will be
presented to Council for budget authority, as well as the authority to accept and execute the grant award.
CURRENT FISCAL YEAR TOTAL COST:
If awarded, these projects will be included in the City of Buckeye's Capital Improvement Program. Any
FY2027 budget amendments will be presented to Council.
