Council to take action on Resolution No. 57-26 approving the fiscal year 2025 Bulletproof Vest
Partnership Program Grant Award between the City of Buckeye, an Arizona municipal corporation, and
the United States Department of Justice Bureau of Justice Assistance.

SUMMARY
PROJECT DESCRIPTION:
BPD has a vest replacement program to accommodate the expiring useful life cycle of bulletproof vests.
This Grant Award supports BPD’s vest replacement program by providing funding to support the
replacement of expired or soon-to-expire bulletproof vests for personnel. BPD’s goal is to prioritize
personnel safety by providing non-expired and effective safety equipment. By approving Resolution No.
57-26, the City Council approves the acquisition of bulletproof vests for BPD’s personnel with the support
of this Grant funding.
BENEFITS:
A substantial number of BPD's bulletproof vests are nearing the end of their useful life cycle and need to
be replaced. The acquisition of new bulletproof vests will ensure that the BPD’s personnel are safe when
responding to all calls for service. The National Opinion Research Center (NORC) provided an
independent, evidence-based report that those shot in the torso were 76% more likely to survive when
wearing a bulletproof vest. The bulletproof vests will reduce the risk of injury or death and enhance the
safety of law enforcement personnel.
FUTURE ACTION:
After all Grant funds have been expended within the 12-month grant period of performance, the City of
Buckeye will fund any other bulletproof vest needs from the General fund, unless alternative funding
opportunities arise, which the Grants Team will pursue.
FINANCIAL IMPACT STATEMENT:
The Grant Award is $16,149.73 with a required match from the City of Buckeye of $16,149.73, over a 12-

month period. The required match is included in BPD's FY2027 budget.
CURRENT FISCAL YEAR TOTAL COST:
The fiscal year 2027 cost is $32,299.46, with $16,149.73 reimbursable by the Grant Award.
