Council to take action on Resolution No. 66-26 designating the Chief Fiscal Officer for officially
submitting the fiscal year 2026 Annual Expenditure Limitation Report to the Arizona Auditor General;
providing for repeal of conflicting resolutions; providing for severability; and authorizing the Mayor, City
Manager, City Attorney, City Clerk and Chief Fiscal Officer to take all steps necessary to carry out the
purpose and intent of this Resolution on behalf of the Governing Body.

SUMMARY
PROJECT DESCRIPTION:
Pursuant to Arizona Revised Statutes Section 41-1279.07, by July 31st each year, the City is required to
provide to the Arizona Auditor General (Auditor General) the name of the Chief Fiscal Officer (CFO)
designated by the Mayor and Council to submit the current fiscal year's Annual Expenditure Limitation
Report (AELR). The City is also required to notify the Auditor General of any changes to those
designated individuals. The designated CFO shall certify as to the accuracy of the AELR. With Council's
approval of Resolution No. 66-26, Keith Fallstrom will be designated as the CFO for fiscal year 2026 and
will be authorized to take the steps necessary to carry out the purpose and intent of the Resolution. 
Additionally, Resolution No. 66-26 provides for repeal of conflicting resolutions, including Resolution No.
22-25 adopted June 17, 2025, which designates a different chief fiscal officer for fiscal year 2026.
BENEFITS:
The City will be in compliance with annual reporting of the designation of the CFO to the Auditor General
as required by § 41-1279.07(E).

Notice to be filed annually by the City of Buckeye Finance Department.
