Intelligent Transportation Systems (ITS) Strategic Plan Update Council Workshop June 16, 2026 1 What is ITS? • Intelligent Transportation Systems (ITS) • Purpose • Function • Benefit 2 2018 Goals and Objectives • Internal and external relationships/partners. • Existing Transportation network (street system) supported traffic volume and congestion. • Installation of fiber communications to traffic signals, cameras and Emergency Vehicle Pre-emption system. • Build a Traffic Management Center (TMC). 3 Where Are We in 2026 • As of June 2026, 44 traffic signals from 23 signals in 2018. • All 44 have communications. • Major developments have occurred on: • Miller • Watson • Verrado Way 4 Where Are We in 2026 • Roadways widened and new traffic signals: • Miller • Watson • Verrado • Jackrabbit Trail • In two (2) years, approx. 30 signals will be installed or in design. • The total signals will be over 75. 5 6 • According to the City’s Transportation Master Plan (TMP), Buckeye expects to have between 350 to 400 traffic signals at buildout. 7 2026 ITS Strategic Plan Infrastructure 2018 Priority Corridors • Miller Road • Watson Road • Southern Avenue • Monroe Avenue • Apache Road • Broadway Road 2026 Priority Corridors • Monroe Avenue (Complete) • Verrado Way (Complete) • Miller Road (Completion in 2027) • Yuma Road (Completion by 2027) • Indian School Road (Completion by 2028 – CIP) • Jackrabbit Trail (Sections by 2028 – CIP) • Watson Road • Dean Road • Southern Avenue • Apache Road • Broadway Road 8 Systems and Staffing Systems Deployed to Date: • Genetec Video system for Police Department and the TMC. • KITS Advanced Traffic Management System for real-time signal timing. Staffing: • ITS Technician for maintenance. • ITS Analyst for operations. 9 Partnerships Great partnerships have been developed throughout the city with: • Police • Fire • IT/GIS • Public Works • Development Services • Water/Wastewater • Community Services Private sector partnering for fiber deployment. Cross jurisdictional partnerships: • Arizona Department of Transportation (ADOT) • Maricopa County Department of Transportation (MCDOT) • Maricopa Association of Governments (MAG) • City of Goodyear • City of Surprise 10 Conclusion • Dynamic and agile roadmap for Buckeye’s ITS future. • Aligns infrastructure, technology, and agency partnerships. • Supports evolving transportation needs and emerging technologies. • To remain effective and relevant, the Plan should be reviewed and updated periodically by the Program Management Office (PMO). 11 Next Steps • Revisit plan every 5 to 7 years to account for development and new technologies. • 30 day public comment period: • To close on June 26, 2026 • Council adoption: • July 7, 2026 12 13
