Council to hold a public hearing and take action (roll call vote) on the Truth-in-Taxation (TNT) Primary
Property Tax Levy for fiscal year 2027 equal to $18,208,644.

SUMMARY
PROJECT DESCRIPTION:
Council will conduct a public hearing to discuss, consider and take action approving a FY2027 Primary
Property Tax Levy of $18,208,644.  
The Arizona State Legislature, in a 1996 special session on property taxes, approved the Truth-in-
Taxation (TNT) legislation requiring cities to hold a public hearing, publish a notice of that hearing, and
have a roll call vote if the City's proposed primary property tax levy, excluding amounts attributable to
new construction, is greater than the property tax levied the year before. The FY2027 Tentative Adopted
Budget included a primary property tax levy $357,396 greater than the property tax levied in the FY2026
budget, excluding amounts attributable to new construction.
BENEFITS:
The primary property levy provides funding for the City's service delivery programs.     
FUTURE ACTION:
Public Hearing on the FY2027 Final Budget on June 2, 2026. Adoption of FY2027 Property Tax Levy on
June 16, 2026.
FINANCIAL IMPACT STATEMENT:
The recommended levy is $1,529,646 greater than the previous year, a total levy increase of 9.2%.  The
City's primary property tax rate is estimated to be $1.56 per $100 of taxable assessed value.  The City's
primary property tax levy per $100,000 of net assessed value will be $156 for FY2027, a decrease from
$160 in FY2026.
