ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action to ratify and approve the submission of a $670,000 grant application under the
“Fiscal Year 2024 & 2025 Building Resilient Infrastructure and Communities” grant opportunity to the
Arizona Department of Emergency and Military Affairs through the United States Department of
Homeland Security, with a federal grant request of $502,500, with an in-kind match from the City of
Buckeye of $167,500; and authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to
take all steps necessary to cause the execution and delivery, and carry out the purpose and intent of,
said application.

SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye’s Community Services Department seeks to address the non-native invasive plants,
which are negatively impacting Skyline Regional Park’s ecological health and the safety of adjacent
communities through the submission of a grant application that supports the removal of the non-native
invasive plants that serve as wildfire fuel. The grant request is $502,500, with a required in-kind match
from the City of Buckeye. The total cost is $670,000. If awarded, the grant covers a 24-month period.
The in-kind match consists of administrative and project labor provided by Buckeye staff members, which
represents budgeted payroll. This in-kind match is included in the Community Services General Fund
Budget for fiscal year 2027 and is expected to be included in the fiscal year 2028. If awarded, the Award
Agreement will be presented to Council for budget authority, as well as the authority to accept and
execute the grant award.
BENEFITS:
If awarded, the fire fuel removal will improve firefighter safety and public safety, reduce wildfire risk to life
and property, and improve fire prevention and suppression. This project will reduce risk to the Verrado
community and help protect Skyline Regional Park and its users. Additionally, the removal of these
plants and weeds will free up vital resources for the native vegetation of Skyline Regional Park, allowing
native plants to thrive.

FUTURE ACTION:
If awarded, the Award Agreement will be presented to Council for budget authority, as well as the
authority to accept and execute the grant award. If awarded and after all grant funding has been
exhausted, any additional wildfire hazard mitigation maintenance needs will come from the Community
Services General Fund account unless additional grant funding opportunities become available, in which
case the Grants team will pursue.
FINANCIAL IMPACT STATEMENT:
The “Fiscal Year 2024 & 2025 Building Resilient Infrastructure and Communities” Grant portion is
$502,500. There is a $167,500 in-kind match required for this grant. The in-kind match consists of
administrative and project labor provided by Buckeye staff members. This in-kind match is included in
the Community Services General Fund Budget for fiscal year 2027 and expected to be included in fiscal
year 2028. The total project cost is $670,000. If awarded, the Award Agreement will be presented to
Council for budget authority, as well as the authority to accept and execute the grant award.
CURRENT FISCAL YEAR TOTAL COST:
The total fiscal year 2027 cost is estimated to be $335,000 with $251,250 reimbursable based on the
budget. These figures have been included in the City of Buckeye's Community Services Department
General Fund Budget (10004155-510001), and the Grant Budget (35764150-540020) for fiscal year
2027 and expected to be included for fiscal year 2028.
