Council to take action to ratify and approve the submission of a $15,500,000 grant application under the
“Fiscal Year 2024 & 2025 Building Resilient Infrastructure and Communities” grant opportunity to the
Arizona Department of Emergency and Military Affairs through the United States Department of
Homeland Security for the design and construction of a flood prevention earthwork ring levee around the
Central Wastewater Reclamation Facility,  with a federal grant request of $11,625,000, and a local match
of $3,875,000 from the City of Buckeye; and authorize and direct the Mayor, City Manager, City Attorney
and City Clerk to take all steps necessary to cause the execution and delivery, and carry out the purpose
and intent, of said application.

SUMMARY
PROJECT DESCRIPTION:
The Buckeye Water Resources Department seeks to protect the Central Wastewater Reclamation
Facility (CWWR Facility) through the design and construction of a flood prevention earthwork ring levee
around the CWR Facility and the 3.97-acre expansion area directly south of the facility to accommodate
future growth. The CWWR Facility is located within a federally designated flood zone and is at risk of
damage and inoperability due to flooding. If the CWWR Facility were to flood and become inoperable,
approximately 10,463 service customers would be at risk of sewage backup. This creates a risk to public
safety, public health, hazardous materials exposure, and the CWWR Facility and customer infrastructure
damage. The design and construction of a flood prevention earthwork ring levee is intended to mitigate
the aforementioned adverse effects. The grant would fund this effort over 36 months. The City of
Buckeye’s match is included in the current Capital Improvement Program (CIP) Budget for fiscal years
2027, 2028, and 2029 under CIP Number 106250. However, the CIP for FY2027-FY2031 includes
construction is anticipated to start in FY2031. Construction would be accelerated if the City is awarded
and accepts the grant. If awarded, the Award Agreement will be presented to Council for approval and
for budget authority.
BENEFITS:

If grant is awarded, the design and construction of a flood prevention earthwork ring levee around the
CWWR Facility will address the risk of public safety, public health, hazardous materials exposure, and
CWWR Facility and customer infrastructure damage. The earthwork ring levee will also include nature-
based solutions to direct floodwater away from the CWWR Facility and divert floodwater into the Gila
River. Also, more than 10,000 service customers will benefit from the safety features of the ring levee.
FUTURE ACTION:
If the grant is awarded, the Award Agreement will be presented to Council for budget authority, as well
as the authority to accept and execute the grant award. If awarded and after all grant funding has been
exhausted, any additional CWWR Facility flood mitigation maintenance needs will come from the Water
Utility Fund account unless additional grant funding opportunities become available, in which case the
Grants team will pursue. The construction is currently anticipated to start in FY2031 but would be
accelerated if the City receives the grant. The City's match is included in the CIP Budget.
FINANCIAL IMPACT STATEMENT:
The “Fiscal Year 2024 & 2025 Building Resilient Infrastructure and Communities” Grant portion is
$11,625,000. There is a $3,875,000 match required for this grant. This match is included in the Capital
Improvement Program Budget for fiscal years 2027, 2028, and 2029. The total cost is $15,500,000. If
awarded, the Award Agreement will be presented to Council for budget authority, as well as the authority
to accept and execute the grant award. The construction is currently anticipated to start in FY2031 but
would be accelerated if we get the grant. The City's match is included in the CIP Budget.
CURRENT FISCAL YEAR TOTAL COST:
The recommended Capital Improvements Program includes no new funding the FY2027.  If approved,
the project will be accelerated and the budget will be amended appropriately.
