Council to take action to ratify and approve the submission of a $27,206,982 grant application under the
“Fiscal Year 2024 & 2025 Building Resilient Infrastructure and Communities” grant opportunity to the
Arizona Department of Emergency and Military Affairs through the United States Department of
Homeland Security for Buckeye downtown flood mitigation, with a federal grant request of $20,405,236,
and a local match of $6,801,746 from the City of Buckeye; and, authorize and direct the Mayor, City
Manager, City Attorney, and City Clerk to take all steps necessary to cause the execution and delivery,
and carry out the purpose and intent, of said application.

SUMMARY
PROJECT DESCRIPTION:
The Buckeye Program Management Office seeks to protect the historic Downtown Buckeye area by
installing storm drainpipes and catch basins in Monroe, from Miller Road to 9th Street. This system will
alleviate flooding during the 10-year, 2-hour storm in Downtown Buckeye. Once installed, the waters will
be conveyed in a storm drainpipe system under Sixth Street to South Avenue. At South Avenue, the pipe
system will travel east to Seventh Street and outfall into a retention basin constructed by this project. If
this project were to go unfunded, future severe storms could create risks to public safety, public health,
hazardous materials exposure, and infrastructure damage. The installation of the aforementioned
drainpipes and catch basins seeks to mitigate these adverse effects. The grant funds this effort over 36
months. The City of Buckeye’s match is included in the Capital Improvement Program Budget for fiscal
years 2027, 2028, and 2029 under Project Identification Number 101520. If awarded, the Award
Agreement will be presented to Council for budget authority, as well as the authority to accept and
execute the grant award.
BENEFITS:
If awarded, the construction and installation of the storm drainpipes and catch basins will address the
risk of public safety, public health, hazardous materials exposure, and infrastructure damage. This
project also includes nature-based solutions to direct floodwater away from the Downtown Buckeye area
and divert floodwater into the Gila River. Also, more than 31,000 residents will benefit from the safety
features of the installed storm drainpipes and catch basins. The flood mitigation project will protect the

wastewater facility from inoperability due to floodwaters.
FUTURE ACTION:
If awarded, the Award Agreement will be presented to Council for budget authority, as well as the
authority to accept and execute the grant award. If awarded and after all grant funding has been
exhausted, any additional Downtown Buckeye flood mitigation maintenance needs will come from the
General Fund account unless additional grant funding opportunities become available, in which case the
Grants team will pursue.
FINANCIAL IMPACT STATEMENT:
The “Fiscal Year 2024 & 2025 Building Resilient Infrastructure and Communities” federal Grant portion is
$20,405,236. There is a $6,801,746 match required by Buckeye for this grant. This match is included in
the Capital Improvement Program Budget. The total cost is $27,206,982. If awarded, the Award
Agreement will be presented to Council for budget authority, as well as the authority to accept and
execute the Award Agreement.
CURRENT FISCAL YEAR TOTAL COST:
The recommended Capital Improvements Program includes $600,000 for FY2027.  If approved, the
project will be accelerated and the budget will be amended appropriately.
