Council to take action on Resolution No. 49-26 approving the Intergovernmental Agreement (ADOT IGA
CAR No.: 26-0011603-I) between the City of Buckeye, an Arizona municipal corporation, and the State
of Arizona Department of Transportation, for the widening of Miller Road from Broadway Road to Lower
Buckeye Road; and authorizing the City Manager to execute and deliver said Agreement on behalf of the
City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
ADOT will administer the construction of a City designed project to widen Miller Road between Lower
Buckeye Road and Broadway Road to provide three (3) through lanes in each direction, separated by a
raised median. The project will also include roadway lighting, sidewalk on both sides of Miller Road,
widening the Roosevelt Irrigation District (RID) Canal bridge and installing a permanent traffic signal at
the Warner Street intersection. 
BENEFITS:
The benefits will be a completed Miller Road between Lower Buckeye Road and Broadway Road that will
provide three (3) through in each direction from Broadway Road north to I-10. It will also include the
installation of roadway lighting to improve nighttime visibility for the roadway users, as well as replacing
the span-wire traffic signal at the Warner Street intersection with a new standard traffic signal.
FUTURE ACTION:
At the completion of the design and prior to advertising the project for construction, ADOT will ask the
City for its share of the construction funding. 
Upon completion of the construction, the City will assume responsibility for the complete roadway.
FINANCIAL IMPACT STATEMENT:
The purpose of this IGA is to establish an agreement between the City and ADOT for ADOT to
administer the grant funding received from MAG to widen Miller Road. The City pursued and received
funding from MAG to cover part of the costs to widen Miller Road between Lower Buckeye Road and
Broadway Road.    
The City’s share of the construction costs for a 4-lane roadway was estimated to be $2,836,386, with a

federal share of $6,618,234, for a total construction cost of $9,454,620. With the widening of Miller Road
to a 6-lane roadway, as part of the 2024 General Obligation Bond, the construction costs will increase
and the City is responsible for the additional costs over the original construction total amount of
$9,454,620.
The construction budget for CIP project 109380 is $21.5M in FY2029 and includes the funds to cover the
anticipated additional costs to construct the 6-lane roadway. The overall design for the project is
currently underway.
The City’s share of the ADOT Administration costs will be $9,000. 
CURRENT FISCAL YEAR TOTAL COST:
The City will initially be required to pay the $9,000 ADOT Administration fee. 
The CIP project number for the project is 109380. The design for the ultimate roadway is currently under
contract and proceeding.
