Example: This project seeks to address homelessness in the City of Phoenix by retrofitting an old hotel into a new shelter facility. The hotel is already owned by the city, and if provided with $1.5 million in CDS funding, it could be retrofitted and operational within six months. The project aims to enhance Arizona State Route 85 (SR 85), a crucial north-south state highway connecting Interstate 8 (I-8) and Interstate 10 (I-10) in the western Phoenix Metropolitan area. It focuses on implementing roadway enhancements and deploying advanced transportation technologies to achieve multiple objectives, including improving safety, reducing traffic-related fatalities and injuries, alleviating congestion, lowering transportation-related emissions, and minimizing greenhouse emissions for environmental benefit. A review of crash history on Arizona State Route (SR 85) between the Gila River and I-10 from 2015 to 2024 reveals issues at the Southern Avenue intersection, with 62 crashes, including 6 fatalities and 2 serious injuries. Although 2025 crash data is pending, there are reports of additional fatal crashes along SR 85 in 2025. Installing traffic 7 control improvements at the Southern Avenue intersection is deemed crucial to preventing these accidents and enhancing overall safety. Additionally, the project targets enhancing public access to real-time integrated traffic data and providing multi-modal transportation information through overhead highway reader boards that display critical messages to drivers. It also aims to improve equity by serving disadvantaged communities and enhancing overall system performance and connectivity through the installation of signalized technology at this highly traveled crossroad. The specific area of concern is the Southern Avenue interchange with SR 85, characterized by a 2-lane undivided roadway. Currently, the interchange utilizes a two-way STOP control for eastbound and westbound traffic on Southern Avenue, with SR 85 having free-flowing northbound and southbound traffic. According to traffic signal warrant studies conducted by ADOT, as well as recent traffic impact analyses for proposed developments along SR 85, installing traffic signals at the Southern Avenue Intersection is recommended.
