ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action to ratify and approve the submission of a $7,273,937 grant application through the
Fiscal Year 2027 (FY2027) Congressional Directed Spending Opportunities through the offices of
Senators Mark Kelly and Ruben Gallego for the deployment of technologies to improve safety, reduce
traffic-related fatalities and injuries, reduce traffic congestion, reduce transportation-related emissions,
and improve system performance and connectivity at the intersection of State Route (SR) 85 and
Broadway Road, with a federal grant request of $6,275,926, and a local match of $998,011 from the City
of Buckeye; and authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to take all
steps necessary to cause the execution and delivery, and carry out the purpose and intent of said
application.

SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye seeks to address the safety concerns at the intersection of SR 85 and Broadway
Road by submitting a grant application that entails installing a traffic signal at each intersection, widening
Broadway Road to provide two eastbound and westbound through lanes through the intersection, and
the creation of northbound and southbound turn lanes, installation of conduit and fiber optic cables for
traffic signal timing optimization, installation of Wrong Way Vehicle Detection Equipment, and the
installation of overhead Variable Message Signs that are connected to the ADOT Traffic Management
Center to allow messages to be displayed to drivers to warn them of potential hazards. The grant funds
for this effort are for two years. 
BENEFITS:
The proposed and requested technology will increase roadway safety at SR 85 and Broadway Road for
all roadway users. Safety for all roadway users is the primary goal, and the City hopes to reduce the
number of crashes and fatalities through the installation of traffic signals and the overhead Variable
Message Signs, as drivers will be informed prior to facing potentially dangerous roadway hazards and
conditions. Another benefit is the installation of integrated traffic signal timing optimization, which will
help reduce traffic-related emissions.
FUTURE ACTION:
After all grant funds have been expended, any future maintenance for this intersection will become a part
of the Public Works Department's budget. 
FINANCIAL IMPACT STATEMENT:

This project will be constructed by the Arizona Department of Transportation (ADOT) with funding from
the Maricopa Association of Governments (MAG).  If awarded, MAG funds will be used as match.  The
City and MAG will cooperate to ensure that MAG funds originally dedicated for this project will be used to
positively impact both parties.  The Federal grant portion is $6,275,926, with a $998,011 match.
