The State Route 85 and Baseline Road Safety Enhancement Project serves the City of Buckeye and surrounding areas. Example: This project seeks to address homelessness in the City of Phoenix by retrofitting an old hotel into a new shelter facility. The hotel is already owned by the city, and if provided with $1.5 million in CDS funding, it could be retrofitted and operational within six months. The Arizona State Route 85 (SR 85) and Baseline Road project aims to enhance roadway infrastructure and implement advanced transportation technologies for increased safety, reduced traffic-related fatalities and injuries, diminished congestion, lower transportation and greenhouse emissions, and an overall positive environmental impact. Additionally, the initiative seeks to provide real-time integrated traffic access, deliver multi-modal transportation information for informed decision-making, promote equity by serving disadvantaged communities, and enhance system performance and connectivity through innovative transportation solutions. Project Detail * This description should provide a brief (250 words or less) summary of the project, including its goals, history, and current status, as well as the justification for the project (i.e., why funding is in the interest of taxpayers). Please provide an estimated spend plan for the requested funding, breaking down anticipated expenditures in major categories (i.e., $X for salaries; $X for programming; $X for equipment; etc.). A review of the crash history on SR 85 between the Gila River and the I-10 freeway from 2014 to 2024 reveals a concerning pattern at the Baseline Road intersection, with 92 crashes, including 10 fatalities or serious injuries. 7 While the 2025 crash data is not yet available, there have been additional crashes in 2025. Installing traffic control improvements at the Baseline Road intersection is deemed essential to preventing these accidents and enhancing overall safety. The project targets enhancing public access to real-time integrated traffic data and providing multimodal transportation information through overhead highway reader boards that display critical messages to drivers. It also aims to improve equity by serving disadvantaged communities and enhancing overall system performance and connectivity through the installation of signalized technology at this highly traveled crossroad. The specific focus is on the Baseline Road interchange with SR 85, characterized by a 2-lane roadway along Baseline Road and a divided 4-lane roadway along SR 85. Currently, the interchange utilizes a two-way STOP sign control for eastbound and westbound traffic on Baseline Road, with SR 85 having free-flowing northbound and southbound traffic. However, studies conducted by the Arizona Department of Transportation (ADOT), including traffic signal warrant studies and recent traffic impact analyses, recommend installing traffic signals at the Baseline Road intersection due to increased traffic demands.
