Council to take action to ratify and approve the submission of a $222,225 grant application under the
2026 Invasive Plant Grant to the Arizona Department of Forestry and Fire Management, with a request
of $200,000 from the State and a local in-kind match of $22,225; and authorize and direct the Mayor,
City Manager, City Attorney, and City Clerk to take all steps necessary to cause the execution and
delivery, and carry out the purpose and intent, of said application.

SUMMARY
PROJECT DESCRIPTION:
The City seeks to address the current non-native invasive plants and noxious weeds that are negatively
impacting the Park’s ecological health through the submission of a grant application that supports the
removal of the non-native invasive plants and noxious weeds to maintain the Park’s ecological health
and beauty. The grant request is $200,000, with a required $22,225 in-kind match from the City. The
total cost is $222,225. If awarded, the grant covers a 12-month period. The in-kind match consists of
administrative and project labor provided by Buckeye staff members. This in-kind match is included in
the Community Services General Fund Budget for fiscal year 2027. If awarded, the Award Agreement
will be presented to Council for budget authority, as well as the authority to accept and execute the grant
award.
BENEFITS:
If awarded, this Grant will jump-start the removal of non-native invasive plants and noxious weeds, which
will improve the ecological health and beauty of the Park, as well as provide safe and enjoyable visitor
experiences while inspiring conservation of natural resources and cultural heritage. The removal of these
plants and weeds will free up vital resources for the native vegetation of the Park, allowing native plants
to thrive. Additionally, the removal of these non-native, invasive plants will reduce wildfire hazards by
minimizing fire fuel in the event of a wildfire.
FUTURE ACTION:
If awarded, the Award Agreement will be presented to Council for budget authority, as well as the
authority to accept and execute the grant award. If awarded and after all grant funding has been
exhausted, any additional invasive plant maintenance needs will come from the Community Services

General Fund account unless additional grant funding opportunities become available, in which case the
Grants team will pursue.
FINANCIAL IMPACT STATEMENT:
The 2026 Invasive Plants Grant portion is $200,000. There is a $22,225 in-kind match required for this
grant. The in-kind match consists of administrative and project labor provided by Buckeye staff members.
This in-kind match is included in the Community Services General Fund Budget for Fiscal Year 2027.
The total cost is $222,225. If awarded, the Award Agreement will be presented to Council for budget
authority, as well as the authority to accept and execute the grant award.
CURRENT FISCAL YEAR TOTAL COST:
The total Fiscal Year 2027 cost is $222,225, with $200,000 reimbursable based on the budget. These
figures have been included in the City of Buckeye's Community Services Department General Fund
Budget (10004155-510001), and the Grant Budget (35764150-540020).
