Council to take action on Resolution No. 42-26 approving the OVW FY2025 Local Law Enforcement
Grants for Enforcement of Cybercrimes Program Award between the City of Buckeye, an Arizona
municipal corporation, and the United States Department of Justice Office on Violence Against Women,
to support efforts by states, Indian tribes, and units of local government to prevent, investigate and
prosecute cybercrimes against individuals; and authorizing the City Manager to execute and deliver said
Grant Award on behalf of the City and to create a new Forensic Analyst position.

SUMMARY
PROJECT DESCRIPTION:
The Buckeye Police Department prevents, enforces, and prosecutes cybercrimes against individuals with
a focus on adult and young adult cybercrime victims. Cybercrimes against individuals are defined as
criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear
to, or intimidate an individual without their consent to distribute intimate images of an adult, except that
use of a computer need not be an element of the offense. The project will cover a full-time Forensic
Analyst’s salary, benefits, and training for 36 months. This grant award will support training for select
officers to identify and protect victims of cybercrimes. The Buckeye Police Department’s goal is to reduce
investigative case time, increase prosecution, and conduct community education campaigns regarding
cybercrime and domestic violence prevention. This community outreach and education will help build the
community’s trust in the Buckeye Police Department and encourage community members not to be
afraid to contact the police when in need. By approving this grant award, the Buckeye City Council
approves the addition of the Forensic Analyst position to the Buckeye Police Department.
BENEFITS:
The addition of a Forensic Analyst position will benefit the Buckeye Police Department as an effective
means to combat cybercrimes committed against individuals in the community. The addition of a
dedicated Cybercrimes Forensic Analyst will significantly enhance the City’s ability to investigate,
prevent, and respond to technology-related criminal activity. As community reliance on digital platforms
grows, so does the risk of cybercrime. This strategic investment in public safety positions the city to
safeguard its residents and protect its economic vitality.

FUTURE ACTION:
After all grant funds have been expended and after the 36-month grant period of performance has
expired, the City of Buckeye will have the following options regarding the Forensic Analyst: retain the
position, terminate the position, or research alternative funding opportunities in which the Grants Team
will pursue.
FINANCIAL IMPACT STATEMENT:
The grant award is $700,000 with no City of Buckeye match requirement, over a 36-month period.  It is
anticipated that at the end of the 36-month period, the position and costs will be included as a part of the
Police Department budget withing the General Fund.
CURRENT FISCAL YEAR TOTAL COST:
The fiscal year 2027 cost is estimated to be between $150,000 and $200,000, reimbursable by the grant.
The total cost over 36 months will be $700,000 reimbursable through the grant.
