RESOLUTION NO. 42-26 
 
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF 
BUCKEYE, ARIZONA, APPROVING THE OVW FY2025 LOCAL LAW 
ENFORCEMENT GRANTS  FOR ENFORCEMENT OF CYBERCRIMES 
PROGRAM AWARD BETWEEN THE CITY OF BUCKEYE, AN ARIZONA 
MUNICIPAL CORPORATION, AND THE UNITED STATES DEPARTMENT OF 
JUSTICE OFFICE ON VIOLENCE AGAINST WOMEN, TO SUPPORT 
EFFORTS BY STATES, INDIAN TRIBES, AND UNITS OF LOCAL 
GOVERNMENT 
TO 
PREVENT, 
INVESTIGATE 
AND 
PROSECUTE 
CYBERCRIMES AGAINST INDIVIDUALS; AND AUTHORIZING THE CITY 
MANAGER TO EXECUTE AND DELIVER SAID GRANT AWARD ON BEHALF 
OF THE CITY AND TO CREATE A NEW FORENSIC ANALYST POSITION. 
WHEREAS, pursuant to A.R.S. §§ 11-952, the City of Buckeye (“City”) and the United 
States Department of Justice (“DOJ”) are authorized to enter into an agreement to support efforts 
by States, Indian Tribes, and units of local government to prevent, investigate and prosecute 
cybercrimes against individuals; and 
WHEREAS, the City of Buckeye Police Department (“BPD”) seeks to hire and/or rehire a 
career forensic analyst, in its effort to monitor, analyze, and report digital forensic evidence for the 
purpose of prevention, enforcement, and prosecution of cybercrimes; and 
WHEREAS, the DOJ OVW FY2025 Local Law Enforcement Grants for Enforcement of 
Cybercrimes Program Award (the “Grant”) supports efforts to prevent, investigate and prosecute 
cybercrimes against individuals, and formalizes funding in the amount of $700,000, with no match 
required; and 
WHEREAS, the Grant will support funding a Forensic Analyst position to monitor, 
analyze, and report digital forensic evidence for the purpose of prevention, enforcement, and 
prosecution of cybercrimes, providing training for up to six people on digital forensics systems, 
sexual assault investigations, and the concept of a digital footprint, and purchasing equipment to 
assist with investigation and prosecution of cybercrimes; and 
WHEREAS, once all Grant funds have been expended, any further expenses will be 
funded by the BPD budget and will be funded annually from the City’s General Fund. 
 
BE IT RESOLVED by the Mayor and Council of the City of Buckeye, Arizona, as follows: 
 
Section 1. 
The recitals above are hereby incorporated as if fully set forth herein. 
 
 
Section 2. 
That certain Grant award in the amount of $700,000.00, by and between the 
City of Buckeye and the DOJ, is hereby approved in substantially the form and substance on file 
with the City Clerk and is incorporated herein by reference. 
 
Section 3. 
The City Manager is hereby authorized to accept the Grant on behalf of the 
City; further, the Mayor, City Manager, City Attorney, and City Clerk are hereby authorized and 
directed to execute all documents and other necessary or desirable instruments and to take all 
steps necessary to carry out the purpose and intent of this Resolution. 
 
Section 4. 
The City Manager is authorized to create a new Forensic Analyst position to

assist in fulfilling the Grant objectives.
