Call to Order/Roll Call 
Chairman Orsborn called the meeting to order at 5:00 p.m. 
 
Members Present:  
 Board Member Youngker, Board Member Berry (via Microsoft Teams), Board 
Member Goodman, Board Member HagEstad (via Microsoft Teams), Board 
Member Beard, Vice Chair Heustis, and Chairman Orsborn.  
 
Members Absent:  
None. 
 
Departments Present:  District Manager Doug Sandstrom, Deputy District Manager Dave Roderique, 
Deputy District Manager Javier Setovich, Deputy District Manager Jared 
Askelson, Chief Human Resources Officer Cindy Camarata, District Attorney 
Scott McCoy, City Clerk Lucinda Aja, Development Services Director Brain 
Craig, Program Management Office Director James Shano, and Interim Chief 
Financial Officer Rick Langley.

CONSENT AGENDA ITEMS / NEW BUSINESS 
 
Approval of items on the Consent Agenda - All items with an (*) on the consent agenda are 
considered to be routine matters and will be enacted by one motion and vote of the Board of

Directors. A motion was made by Vice Chair Heustis and seconded by Board Member Goodman 
to approve Items *2.A and *2.B. Motion passed unanimously.

Board of Directors of Verrado District 1 Community Facilities District (CFD) to take 
action on Resolution No. 04-25 approving release of the Standby Contribution 
Agreement relating to the District's General Obligation Refunding Bonds, Series 
2017. 
Staff Liaison: Larry Price, Special Districts Manager 
 
Board of Directors of Verrado District 1 Community Facilities District (CFD) adopted Resolution No. 
04-25 approving release of the Standby Contribution Agreement relating to the District's General 
Obligation Refunding Bonds, Series 2017.

Board to take action on the February 18, 2025, April 1, 2025, May 20, 2025, June 3, 2025, 
June 17, 2025, and July 1, 2025 Joint Meeting Minutes for the following Community 
Facilities Districts: Anthem Sun Valley; Elianto; Festival Ranch; Mirielle; Sundance; 
Tartesso West; Floreo at Teravalis (formerly Trillium); Verrado District 1; Verrado 
Western Overlay; Watson Road; and Westpark. 
Staff Liaison: Summer Stewart, Deputy City Clerk 
 
Board approved the February 18, 2025, April 1, 2025, May 20, 2025, June 3, 2025, June 17, 2025, 
and July 1, 2025 Joint Meeting Minutes for the following Community Facilities Districts: Anthem Sun 
Valley; Elianto; Festival Ranch; Mirielle; Sundance; Tartesso West; Floreo at Teravalis (formerly 
Trillium); Verrado District 1; Verrado Western Overlay; Watson Road; and Westpark.
