Presentation and discussion by the Buckeye Police Department to seek the Council's feedback regarding
the formal adoption of city ordinances regulating the use and sale of Electric Bicycles, Electric Standup

SUMMARY
PROJECT DESCRIPTION:
The Buckeye Police Department, based on significant community input, believes that a city ordinance
regulating the use and a city ordinance requiring retailer education pertaining to Electric Bicycles, Electric
Standup Scooters, Micromobility Devices, and Electric Motorcycles/Motor-Driven Cycles are necessary
to make our city safer for our children and residents. As electric bikes and scooters have rapidly grown in
popularity across our community, so have safety concerns, especially involving young riders, high
speeds, and increased interactions with vehicles and pedestrians. The City is taking a proactive,
common-sense approach to ensure everyone can continue to enjoy these devices safely by establishing
clear rules, promoting responsible riding, and increasing awareness of basic safety practices. This effort
focuses on education first, working with schools, parents, and local retailers to make sure riders, along
with parents, understand where and how to ride safely while also setting reasonable expectations around
age, helmets, and behavior. The goal is not to take anything away, but to protect riders, prevent serious
injuries, and create a safer environment for everyone who shares our streets, sidewalks, and
neighborhoods.
BENEFITS:
Adopting a city ordinance regulating e-bikes and requiring retailer-provided education is a proactive,
balanced approach to a rapidly growing public safety issue. Our data and community feedback clearly
show increasing concerns about youth riders operating high-speed devices without helmets, without
knowledge of traffic laws, and in ways that pose real risks to themselves, pedestrians, and drivers. This
ordinance establishes clear, consistent rules—age limits, helmet requirements, and where these devices
can be operated while giving officers the tools needed for fair, objective enforcement. Just as important,
the retailer education component addresses the problem at its source by ensuring that purchasers and
parents understand the rules before these devices are ever used. This is not about over-regulation; it is
about setting reasonable guardrails, promoting shared responsibility, and implementing an education-
first, enforcement-second model that will ultimately reduce injuries, improve compliance, and protect the
community as a whole.

FUTURE ACTION:
On May 19, 2026, the Council will be asked to consider approving the adoption of a resolution amending
City of Buckeye Ordinances, Section 12-2-10 relating to Electric Bicycles, Electric Standup Scooters,
Micromobility Devices, and Electric Motorcycles/Motor-Driven Cycles and Section 12-2-11 Retailer
Education; Electric Bicycles, Electric Standup Scooters, Micromobility Devices, and Electric
Motorcycles/Motor-Driven Cycles.
