Council to take action on Change Order No. 3 to Task Order No. 26 of the On-Call Consulting for
Engineering and Architectural Services Contract (No. 2022003.22) between the City of Buckeye, an
Arizona municipal corporation, and Kimley-Horn and Associates, Inc., a North Carolina corporation,
related to the Engineering Design Standards Update for 2025; and authorize the City Manager to
execute and deliver said Change Order on behalf of the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye is undertaking a comprehensive update to its Engineering Design Standards to
ensure consistency with current engineering practices, regulatory requirements, and the City’s continued
growth. The project is being completed under Task Order #26 of the City’s on-call engineering services
contract with Kimley-Horn and Associates, Inc. Change Order No. 3 accounts for additional
scope/services with this project.
The scope of work includes development of standardized document templates, incorporation of existing
addenda, and updates to multiple sections of the Engineering Design Standards. These updates include
revisions to Section 1-1 Engineering Submittal Requirements, Section 1-2 As-Built Requirements,
Section 2-2 Addressing Procedures, Section 3-5 Well Sites, Section 4-1 Gravity Sewer, Section 5-1
Grading and Drainage, Section 5-3 Low Impact Development (LID) Manual, Section 6-1 Traffic Impact
Analysis (TIA), Section 6-3 Street Planning and Design, Section 6-4 Traffic Signals, Section 6-5 Signing
and Marking, Section 6-6 Intelligent Transportation Systems (ITS), Section 7-1 Street Lighting, and
Section 7-3 Small Wireless Facilities. Work includes both minor updates and major revisions, including
development of new standard details, updates to existing details, reformatting for consistency, and
incorporation of City-provided comments and policy direction.
The consultant is coordinating closely with City staff through ongoing stakeholder meetings, design
coordination efforts, and iterative review cycles to ensure the updated standards reflect current City
policies and operational needs. Deliverables include draft and final updated standards documents.
The project schedule has been extended to allow for the expanded scope, additional coordination, and
multiple rounds of review necessary to fully update and integrate all sections. Upon completion, this
effort will provide the City with a modernized and cohesive set of Engineering Design Standards to
support development review, capital improvement projects, and long-term infrastructure planning.
BENEFITS:

Maintaining up-to-date Engineering Design Standards is essential to ensuring that the City’s
infrastructure needs are met through clear and consistent direction for engineering design and civil
construction. Updating these standards will support the Engineering Division within Development
Services by improving customer service, clarifying requirements for applicants, and assisting with
consistent and accurate engineering plan review.
FUTURE ACTION:
Upon successful update of the Engineering Design Standards, said standards will be brought to City
Council for approval, and if approved shall be published and supersede prior standard versions.
FINANCIAL IMPACT STATEMENT:
Encumbering an additional $82,085 against 10005180-530037; this amount is within the approved
consulting budget for Development Services.
CURRENT FISCAL YEAR TOTAL COST:
The total amount of Task Order 26 with this additional Contract Modification results in a not-to-exceed
(NTE) amount of $331,670.00
