Informal Meeting Minutes Monday, March 27, 2023 9:30 AM BOARD OF SUPERVISORS Maricopa County, Arizona (and the Boards of Directors of the Flood Control District, Library District, Stadium District, Improvement Districts and/or Board of Deposit) "The mission of Maricopa County is to provide regional leadership and fiscally responsible, necessary public services to its residents so they can enjoy living in healthy and safe communities” Board Members Clint Hickman, Chairman, District 4 Jack Sellers, Vice Chairman, District 1 Thomas Galvin, District 2 Bill Gates, District 3 Steve Gallardo, District 5 County Manager Joy Rich Clerk of the Board Juanita Garza Meeting Location Supervisors’ Conference Room 301 W Jefferson, 10th Floor Phoenix, AZ 85003 BOARD OF SUPERVISORS The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 9:30 AM on Monday, March 27, 2023, in the Supervisors’/ Sullivan Conference Room, 301 W Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present: Clint Hickman, Chairman, District 4; Jack Sellers, Vice Chairman, District 1; Thomas Galvin, Supervisor, District 2; Bill Gates, Supervisor, District 3; Steve Gallardo, Supervisor, District 5 (entered late). Also present: Juanita Garza, Clerk; Valerie Beckett, Assistant County Manager; Andrea Cummings, Legal Counsel; Kelly Gardiner, Minutes Coordinator. 1. EXECUTIVE SESSION Vote to convene in Executive Session to consider the items on the Executive Agenda dated Monday, March 27, 2023, for Board of Supervisors and relevant Special Districts pursuant to the statutory authority listed for each item. Motion to approve by Supervisor Jack Sellers, seconded by Supervisor Bill Gates Ayes: Clint Hickman, Jack Sellers, Thomas Galvin, Bill Gates, Absent: Steve Gallardo ~ Supervisor Gallardo entered Executive Session after the vote ~ After discussion in Executive Session, the Board reconvened in Open Session. OPEN SESSION RECONVENED The Chairman reconvened the Board in the Board of Supervisors Conference Room. OPEN SESSION Board of Supervisors 2. DISCUSSION AND POSSIBLE ACTION REGARDING THE SELECTION, APPOINTMENT AND SALARY OF A NEW COUNTY MANAGER Authorize the Chairman or his designee to take action as directed in executive session. This matter was heard in executive session on March 27, 2023. (C-06-23-629-X-00) Informal Meeting Minutes Monday, March 27, 2023 Page 2 of 3 Chairman Hickman reconvened in open session and asked for a motion on item 2 Supervisor Jack Sellers made a motion to approve the appointment of Jen Pokorski as the next Maricopa County Manager and to authorize the Chairman to make an offer of employment to Ms. Pokorski and at a subsequent time, negotiate the terms of employment with the assistance of Human Resources and Legal Counsel, generally similar to the previous agreement for County Manager and as directed in executive session. The motion was seconded by Supervisor Thomas Galvin Ayes: Clint Hickman, Jack Sellers, Thomas Galvin, Bill Gates, Steve Gallardo Chairman Hickman asked if there were any comments from his colleagues. Supervisor Gallardo began and thanked all the candidates who applied for this position. He said he supports the choice and said Ms. Pokorski is well known to the Board and he believes she will do a great job. Supervisor Gates thanked Chairman Hickman for his leadership on this very important process. He was glad there was a national search and said that Ms. Pokorski knows the County and its constituents very well and is well suited for this position. He echoed his colleagues comment regarding the other candidates. Supervisor Galvin echoed the previous comments and thanked Joy Rich for her leadership and for setting the “gold standard” for this job. He said it was great to see applicants from across the country which is a testament to the reputation that Maricopa County has. He said Ms. Pokorski has a vision and a plan for Maricopa County which is so valuable. Supervisor Sellers said he was pleased to see the many qualified applicants who were willing to take on the challenges of a rapidly growing County. He said he was looking forward to working with Ms. Pokorski. Chairman Hickman invited Ms. Pokorski to come forward. Ms. Pokorski said it was an honor to be selected and she is fortunate to continue to serve with the Board of Supervisors who she deeply respects. She stated her plan was to continue the great work that the Board and Joy Rich have been doing. Chairman Hickman said he appreciated the opportunity to interact with the many residents of Maricopa County as well as the employees. He said the short list for this job included fabulous leaders who are very qualified for this position and he thanked all the candidates and wished them the best of luck. He said when he began at Maricopa County, County Manager, Tom Manos was the “gold standard” followed by County Manager, Joy Rich, and now Ms. Jen Pokorski will continue the trend in excellence.
