Council to take action to ratify and approve the submission of a $6,000,000 grant application through the
Fiscal Year 2027 Congressionally Directed Spending Appropriations Request through the offices of
Senators Mark Kelly and Ruben Gallego for the construction of a ring levee around the Buckeye Central
Water Reclamation Facility, with a federal request in the amount of $4,500,000, and a local match of
$1,500,000; and authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to take all
steps necessary to cause the execution and delivery, and carry out the purpose and intent, of said
application.

SUMMARY
PROJECT DESCRIPTION:
The Buckeye WRD seeks to protect the Central Water Reclamation Facility through the design and
construction of a flood prevention earthwork ring levee around the Central Water Reclamation Facility
and the 3.97-acre expansion directly south of the Central Wastewater Reclamation Facility to
accommodate future growth. The Central Wastewater Reclamation Facility is located within a re-zoned
federally designated flood zone and is at risk of damage of inoperability due to flooding. If the Central
Wastewater Reclamation Facility were to flood and become inoperable, approximately 10,463 service
customers would be at risk of sewage backup. This creates a risk to public safety, public health,
hazardous materials exposure, and Central Wastewater Reclamation Facility and customer infrastructure
damage. The design and construction of a flood prevention earthwork ring levee seek to mitigate the
aforementioned adverse effects.
BENEFITS:
The design and construction of a flood prevention earthwork ring levee around the Central Wastewater
Reclamation Facility will address the risk of public safety, public health, hazardous materials exposure, to
approximately 10,463 service customers and the Central Wastewater Reclamation Facility and customer
infrastructure damage. The earthwork ring levee will also include nature-based solutions to direct
floodwater away from the Central Wastewater Reclamation Facility and divert floodwater into the Gila
River.
FUTURE ACTION:
If awarded, the award agreement will be presented to Council for approval. Once the design and
construction are completed, any maintenance needs will be funded through Buckeye WRD's budget.

FINANCIAL IMPACT STATEMENT:
The cost to construct the ring levee is estimated at $12 million spread over FY 2027 and 28. However,
due to maximum dollar limitations on the FY 2027 Congressionally Directed Spending, the project is
being split into two phases wherein Buckeye can only apply for $6 million in FY 2027 for the
Congressionally Directed Spending. Therefore, the Federal grant portion would be $4,500,000 for the FY
2027 request. The FY 2027 remainder of $1.5 million will be the local match for this opportunity, if
awarded. The remaining $6 million of the project cost is planned for FY 2028, for which Buckeye will
seek grant funding. Buckeye has already submitted an application to a federally funded grant program
for $12 million.
CURRENT FISCAL YEAR TOTAL COST:
The total fiscal year 2027 cost is estimated at $6,000,000, with $4,500,000 reimbursable based on the
budget. These figures have been included in the Buckeye WRD's Budget and the Buckeye Capital
Improvement Program for fiscal year 2027 through 2028.
