If you are only submitting one request, enter "1." 5 Project Location - County * Maricopa County Project Purpose * Briefly describe the project (no more than 1-2 sentences) that will be funded through Congressionally Directed Spending. Example: This project seeks to address homelessness in the City of Phoenix by retrofitting an old hotel into a new shelter facility. The hotel is already owned by the city, and if provided with $1.5 million in CDS funding, it could be retrofitted and operational within six months. The request is to support the construction of a ring levee around the Buckeye Central Water Reclamation Facility (WRF), which is located in a re-mapped flood zone and is at risk of flooding and flood debris damage. This damage can cause the WRF to fail leaving approximately 10,463 service customers at risk of sewage backup. Project Detail * 7 This description should provide a brief (250 words or less) summary of the project, including its goals, history, and current status, as well as the justification for the project (i.e., why funding is in the interest of taxpayers). Please provide an estimated spend plan for the requested funding, breaking down anticipated expenditures in major categories (i.e., $X for salaries; $X for programming; $X for equipment; etc.). The Buckeye Central Water Reclamation Facility (WRF) is situated within a federally designated flood zone and is at risk of damage and inoperability due to flooding. This proposal will build a flood protection ring levee around the WRF from the risk of a 100-year flood event. The WRF provides water reclamation services to approximately 10,463 customers. If the WRF becomes damaged by flooding and/or flood debris and is unable to process sewage, the customer base will be at risk of sewage backup. This is a risk to public health, hazardous materials exposure, and infrastructure damage. The ring levee is planned to encircle the facility and expansion area. The project includes design and construction of a ring levee with a road on top to a crest elevation of 849.90 feet, including dewatering and diversion of water and drainage. The crest elevation was determined using the North American Vertical Datum (NAVD88) standard used as a reference for determining elevations within a floodplain. The NAVD88 design basis provides a difference of three feet between the modeled water surface elevation and the crest elevation for the 0.2% annual exceedance probability (AEP) event, providing sufficient coverage to mitigate potential flood risk associated with a 100-year flood event. The design and construction of the ring levee will conform to the City of Buckeye Engineering design standards. Consistent with Buckeye’s desire to include nature-based solutions, the earthwork ring levee will direct flood waters away from infrastructure and population and divert flood waters into the Gila River. The City of Buckeye is prepared to meet and exceed the required cost-share associated with this grant funding request. The City of Buckeye will fund 25% of the total cost of the project from its General Fund. This project is being submitted under the Army Corps of Engineers – 595 Arizona Water Project as well as the FEMA – Pre- Disaster Mitigation Grant Program, which both require a 25% cost-share, in which the City of Buckeye is prepared to provide from its General Fund.
