The Buckeye Fire-Medical-Rescue Department Hazardous Materials Vehicle project serves the City of Buckeye and surrounding communities within the Phoenix Metropolitan area. Example: This project seeks to address homelessness in the City of Phoenix by retrofitting an old hotel into a new shelter facility. The hotel is already owned by the city, and if provided with $1.5 million in CDS funding, it could be retrofitted and operational within six months. The Buckeye Fire-Medical-Rescue Department (BFMRD) urgently requires a new Hazardous Materials (HazMat) vehicle to enhance its ability to respond promptly and safely to service calls involving hazardous materials, as the current HazMat vehicle is aging, leading to increased repair needs and decreased reliability due to normal wear and tear. Without a timely replacement, BFMRD personnel may face challenges responding to HazMat incidents, potentially necessitating assistance from neighboring jurisdictions and resulting in extended response times. 7 Project Detail * This description should provide a brief (250 words or less) summary of the project, including its goals, history, and current status, as well as the justification for the project (i.e., why funding is in the interest of taxpayers). Please provide an estimated spend plan for the requested funding, breaking down anticipated expenditures in major categories (i.e., $X for salaries; $X for programming; $X for equipment; etc.). The Buckeye Fire-Medical-Rescue Department’s (BFMRD) current HazMat truck is a 2009 converted bread truck and requires frequent repair. The HazMat truck is too small for the 4 HazMat technicians who respond to each HazMat call, and the technicians face increased temperatures in the summer as the air conditioning is not operating properly. This impacts neighboring jurisdictions such as the Palo Verde Nuclear Generating Station, the largest nuclear energy facility in the U.S., situated 20 miles from Buckeye. Interstate 10 (I-10) freeway, a vital cross-country route for freight, presents potential hazards. Accidents or mechanical issues involving freight liners may lead to hazardous events, requiring the HazMat vehicle. BFMRD's HazMat truck plays a critical role in ensuring swift and effective responses to HazMat incidents. Examples are the containment of a chemical spill at a high school and other hazardous material locations within Buckeye, such as Fertizona and Thatcher Company, fertilizer manufacturers, which had experienced HazMat situations. Thatcher Company, located near downtown Buckeye, experienced a nitric acid spill in June 2024. Large toxic plumes entered the air, triggering a shelter-in-place for the surrounding communities. BFMRD required assistance from neighboring agencies due to the HazMat truck’s limited capabilities, which delayed the resolution of this hazardous event. The HazMat truck is vital in addressing incidents at warehouses, manufacturing companies, and locations where chemical spills or hazardous materials releases may occur. Acquiring a new HazMat truck is imperative to uphold the BFMRD's commitment to providing excellent service and ensuring the safety and protection of the community.
