Example: This project seeks to address homelessness in the City of Phoenix by retrofitting an old hotel into a new shelter facility. The hotel is already owned by the city, and if provided with $1.5 million in CDS funding, it could be retrofitted and operational within six months. This project will construct a temporary air traffic control tower at Buckeye Municipal Airport to address current safety risks associated with high-volume aircraft operations until a permanent tower facility is completed. Buckeye is one of the fastest-growing cities in the United States and is emerging as a major economic development hub within the Phoenix Metroplex. Buckeye Municipal Airport (BXK), which does not have a control tower, has experienced significant increases in aircraft activity, with operational levels now comparable to many Arizona airports that already receive air traffic control services. BXK has been accepted into the Federal Contract Tower (FCT) Program, demonstrating a federal determination of need. However, the timeline to complete FCT siting, environmental clearance, and construction of a permanent tower is estimated at six to eight years. While the City intends to pursue a permanent tower, the FAA has indicated that controller funding cannot be supported until a facility is in place. A temporary air traffic control tower offers an immediate and practical approach to maintaining safe and efficient operations during this interim period. In 2025, BXK recorded 138,194 aircraft operations, a level of activity that would rank approximately 115th nationwide among 527 airports with air traffic control towers. As activity continues to increase, the absence of air traffic control services presents growing safety risks. A recent fatal incident at the non-towered Marana Regional Airport, which recorded approximately 90,000 operations in CY 2024, underscores the dangers associated with high-volume, uncontrolled airspace. Investing in a temporary tower is in the interest of taxpayers because it leverages BXK’s existing eligibility for federal tower services, enhances public safety, and helps prevent costly accidents and emergency response impacts while a permanent solution is advanced.
