THIS CHANGE ORDER #2 
 is entered into as of ________________, 
between the City of Buckeye, an Arizona municipal corporation 
LJA Engineering, 
Inc., a Texas corporation (the 
). This Change Order modifies certain sections of 
Contract No. 32500002 
Agreement , with those sections not expressly modified remaining 
in full effect pursuant to their terms.  
 
RECITALS: 
 
The City and Consultant entered into Contract No. 32500002 dated June 17, 2025. Pursuant to 
which Consultant was to provide Program and Project Management Services with an expiration 
date of June 30, 2026, and a not-to-exceed amount of $875,480.00. 
 
Thereafter, Change Order #1 to Contract No. 32500002 increased the total not-to-exceed amount 
by $74,500.00, from $875,480.00 to $949,980.00, and incorporated additional services into the 
Scope of Work and Proposal, which was entered into as of February 25, 2026.  
 
CONTRACT CHANGES: 
 
 
1. 
Section 2  Scope of Work and Exhibit A of the Original Agreement  Proposal, 
are amended to incorporate the additional services set forth in Exhibit 1 of Change Order #2. 
 
2. 
Section 3  Compensation, is amended by increasing the total not-to-exceed 
amount by $87,500.00, from $949,980.00 to $1,037,480.00.  
 
ADDITIONAL PROVISIONS: 
 
Except as amended herein, all provisions of the Agreement remain in full force and effect. 
 
In the event of any conflict or discrepancy between the terms of this Change Order, the 
Agreement, and any other contract documents, the documents shall govern in that order.   
 
This Change Order may be canceled pursuant to the provisions of A.R.S. § 38-511.

Dear Mr. Shano, 
LJA Engineering, Inc. (LJA) is pleased to submit this Scope of Work (SOW) for a Change Order to the 
Capital Improvement Program (CIP) Program and Project Management Services. This includes 
providing a Project Manager with Construction Management expertise. Our proposed services and 
corresponding fees align in accordance with the Professional Services Agreement (PSA) between the 
City of Buckeye and LJA Engineering, Inc., dated June 17, 2025. 
Our proposed team is comprised of highly experienced professionals with diverse expertise in 
construction management, project leadership, and technical oversight. Each member brings a proven 
track record of successfully delivering complex infrastructure and development projects on time and 
within budget. Together, they provide a comprehensive blend of strategic vision, hands-on 
management, and technical proficiency to ensure the successful execution of the City of Buckeye’s 
Capital Improvement Program. 
KEY PERSONNEL 
Anthony Sumner, MBA, Vice President | 25 Years’ Experience 
Mr. Sumner, a founding member of Sandbox Development Consultants (now part of LJA), brings over 
25 years of experience in construction management and project leadership for large-scale 
infrastructure and residential developments. He excels in managing complex projects involving 
coordination with multiple stakeholders, development agreements, and utility coordination to ensure 
smooth project execution. Notably, Mr. Sumner led entitlement and construction coordination efforts 
on the 1,172-lot Tortosa South master-planned community, successfully managing joint development 
agreements and extensive utility restorations. His expertise also includes overseeing multi-party joint 
development agreements and managing public bidding processes for major infrastructure projects 
throughout the Phoenix metropolitan area. With deep knowledge of budgeting, scheduling, and 
feasibility, Mr. Sumner leverages strong industry relationships to ensure projects stay on schedule and 
within budget.

Art Nehf, Director | 35 Years’ Experience
Art Nehf brings over 35 years of extensive experience in construction management and development 
oversight for large-scale residential and commercial projects. He has successfully led planning, 
engineering, permitting, and construction efforts for major master-planned communities including 
Verrado, Kukuiula, DC Ranch, and Pebble Creek. Art’s expertise includes managing construction 
schedules, coordinating subcontractors, ensuring regulatory compliance, and facilitating timely 
infrastructure delivery to keep complex developments on track. His leadership and strategic approach 
have been instrumental in the successful execution of multiple high-profile projects in Arizona and 
Hawaii.
Rod Luker, Senior Project Manager | 28 Years’ Experience 
Rod is highly skilled in managing comprehensive project documentation, including RFIs, submittals, 
inspection reports, daily logs, and closeout records. He excels at coordinating contractors, utilities, 
inspectors, and public stakeholders to optimize logistics, sequencing, and communication throughout 
all project phases. Rod provides precise technical guidance to project managers, ensuring rigorous 
quality assurance, regulatory compliance, and seamless integration of as-built data into GIS systems. 
Known for his strong field presence and deep technical expertise, Rod anticipates challenges 
proactively while maintaining alignment with the overall project objectives. His consistent track record 
includes delivering projects on time and within budget. Rod holds a bachelor’s degree in business 
management and possesses a General Engineering license in Arizona, as well as General 
Commercial and Residential licenses in Arizona, New Mexico, and Utah. 
Ryan Muncey, Project Manager | 10 Years’ Experience 
Ryan brings valuable prior experience from Meritage Homes and GTIS, a build-to-rent developer, 
where he successfully managed numerous projects at both vertical and horizontal stages. He is well-
versed in working within active municipal environments, including projects in the City of Buckeye such 
as Floreo at Teravalis. Ryan applies strong construction management expertise through hands-on 
oversight of contractor coordination, site logistics, and project sequencing to maintain efficient and 
orderly workflows. 
He is proficient in reviewing contractor pay applications by conducting thorough field verification of 
installed quantities and providing well-informed recommendations to the Program Manager. 
Maintaining a consistent daily field presence, Ryan monitors quality, compliance, and contractor 
performance to ensure all work meets contract requirements. His capabilities extend to effective 
contractor schedule management, risk identification, and providing guidance to keep projects on track. 
Ryan also manages critical project documentation—including RFIs, submittals, change orders, and 
closeout records—submitting these for Program Manager approval while maintaining accurate logs. 
He coordinates closely with utilities, inspectors, municipal departments, and public communications to 
support smooth project execution. 
Furthermore, Ryan ensures that as-built drawings are accurate and integrated into GIS, updates 
project schedules and budgets for Program Manager concurrence, and systematically uploads all 
inspection and project documentation into project management platforms such as Sensei and 
OneDrive. His thorough approach and technical acumen significantly contribute to the successful 
delivery of projects on time and within budget.

Municipal Consulting Fee is a Fixed Fee (FF) for a Seven (7) month duration at $81,000 
Mileage reimbursement will be billed on a Fixed Fee (FF) basis as authorized by the Client, $6,500
for the seven (7) month period.
