Council to take action on Resolution No. 36-26 approving the Intergovernmental Agreement (ADOT CAR
No. 26-0011590-I) between the City of Buckeye, an Arizona municipal corporation, and the State of
Arizona acting by and through its Department of Transportation, relating to improvements along State
Route 85 and Broadway Road, State Route 85 and Baseline Road, and State Route 85 and Southern
Avenue; and authorizing the Mayor to execute and deliver said Agreement.

SUMMARY
PROJECT DESCRIPTION:
CIP Project No. 108070, Traffic Signal – SR 85 and Southern Avenue, includes improvements to the
intersection of SR 85 and Southern Avenue. The project will provide two through lanes in each direction
on Southern Avenue, install eastbound and westbound left-turn lanes, and add a traffic signal. ADOT
and their consultant will prepare the improvement plans. Once the plans are complete, ADOT will
advertise the project and select a contractor to construct the improvements. The City will participate by
attending project meetings, providing information on City development projects in the area, and
reviewing any proposed improvements within the City’s right-of-way (ROW).
BENEFITS:
The primary benefit of the project is that ADOT will administer the design and construction of the
improvements within the SR 85 Corridor. An additional benefit is that improvements at the SR 85 and
Southern Avenue intersection will occur simultaneously with the design of the SR 85 improvements at
Baseline Road and Broadway Road, ensuring a consistent design across all three locations. Using a
single contractor for construction (ADOT) is expected to expedite the project and minimize potential
conflicts that could arise if multiple contractors were working in the area. 
FUTURE ACTION:
There is no anticipated future action for City Council associated with the approval of this IGA. Prior to
proceeding with the construction phase of the project, ADOT will require that they have adequate funding
for the anticipated construction costs associated with the SR 85 and Southern Avenue intersection. If
construction costs have gone up, ADOT may require additional funding from the City prior to proceeding
with construction. 
FINANCIAL IMPACT STATEMENT:
This project is programmed in the current CIP for Fiscal Year (FY) 26 - Design, and FY30 - Construction
as Project No. 108070. The proposed FY27-31 CIP moves the Construction funding to FY28 to match
the ADOT/MAG funding.

Per Exhibit A of the IGA the financial impact is $12,500,000.  
$100,000 is an ADOT administration fee. 
$900,000 is the design fee. 
$11,500,000 is the construction estimate.
CURRENT FISCAL YEAR TOTAL COST:
This project is programmed in the current CIP for Fiscal Year (FY) 26 - Design, and FY30 - Construction
as Project No. 108070. The proposed FY27-31 CIP has been adjusted to move the Construction funding
to FY28 to match the ADOT/MAG funding.
