SUMMARY
PROJECT DESCRIPTION:
The Airport Master Plan (AMP) serves as a detailed 20-year blueprint for the Airport’s growth and
development. It is designed to align with the Airport’s specific goals and objectives while ensuring full
compliance with all applicable Federal Aviation Administration (FAA) regulations. The AMP covers
operational needs, maintenance strategies, future improvements, development priorities, environmental
stewardship, land use compatibility, and sound financial management—helping the Airport achieve both
operational and capital improvement fiscal targets.
In December 2025, after evaluating alternatives and finalizing the AMP—which also incorporated an
Airport Long Range Plan (ALRP) section—the City of Buckeye received additional stakeholder feedback
which prompted a revised approach that separates the FAA-mandated AMP from the ALRP, with the
latter now recognized as an internal city planning document.
Staff will continue collaborative discussions with development partners, stakeholders, and the city council
to finalize the ALRP, aiming for its projected council adoption in July 2026.
BENEFITS:
The completion of an AMP is necessary for the development and ultimately the approval by the FAA.
The AMP is used to identify all of the anticipated projects for the 20-year planning period. In most cases,
projects identified on the AMP can be eligible for grant funding from both the FAA and the Arizona
Department of Transportation (ADOT). This eligibility is crucial to the funding of future capital
improvement projects included on the ALP.
FUTURE ACTION:
The AMP report will be forwarded to the FAA for review and approval. This step will ensure that eligible
development projects shown on the AMP will be eligible for FAA/ADOT grant funding.
FINANCIAL IMPACT STATEMENT:
No financial impacts associated with reviewing and adopting the AMP recommendations. Future

recommended capital improvement projects will go through the normal budgeting and procurement
processes.
