1. Description of Request  
The request is to amend the Sundance Community Master Plan (CMP) to include 8.3 acres (the 
subject site) in the CMP as a Commercial land use designation for the purpose of multifamily 
residential development. The addition is labeled as Parcel 34c on the Sundance CMP land use 
plan, Exhibit A. This area is located west of the southwest corner of Dean Road and Yuma Road and 
generally includes APNs 504-22-861 and 504-21-870A, see Exhibit B Legal Description.   
The acreage of Parcel 34c is proposed to be combined with the acreage in Parcel 34b of the 
Sundance CMP to develop one multi-family residential project on 12.3 acres. The inclusion of this 
area in the Sundance CMP would increase the overall CMP acreage from 2,024.5 acres to 2,032.8 
acres.  
The current Community Commercial zoning designation on the subject site allows for multi-family 
development; however, the zoning between the subject site and Parcel 34b differs – Parcel 34b is 
zoned Planned Community, as it is already part of the Sundance CMP. To ensure cohesiveness, it is 
requested that all parcels comprising this multi-family project be part of the Sundance CMP.  
This amendment also proposes updating the maximum potential number of units in the Sundance 
CMP to accommodate the additional residential acreage being incorporated into the CMP. Parcel 
34b is not a part of this CMP amendment - the development standards for Parcel 34b are not being 
changed as part of this CMP amendment and therefore, the land use category, density, and 
development standards for Parcel 34b will remain as-is. A re-plat will be necessary to combine all 
three parcels that are a part of the proposed development.  
The standards and exhibits for this portion of the CMP supersede those in the last amendment for 
Sundance CMP, approved in 2022, unless otherwise specified.  
2. Project Summary 
2.1 Current Property Conditions and Vicinity Information 
The subject property is currently vacant and undeveloped land. The property is adjacent to the 
Sundance CMP and is requested to be included in the Sundance CMP.

2.2 General Plan 
The Buckeye General Plan designates the subject parcels as Master Planned Community. The 
request to include the subject acreage to the Sundance CMP complies with the General Plan 
designation.  
2.3 Current Zoning 
The subject site is currently zoned Commercial Center (CC). The approved zoning allows multi-
family residential development with a maximum density of 14.5 dwelling units per acre.  
It is proposed that the subject site be included in the Sundance CMP with a Commercial land use 
designation for the purpose of developing a multi-family project with development standards that 
accommodate the proposed site plan. Per Section 2.B.2 of the Sundance CMP, multi-family 
residential is a permitted use in the Commercial land use designation.  
Parcel 34b is already a part of the Sundance CMP and is allowed multi-family residential with a 
maximum density of 8 dwelling units per acre. This is not being changed as part of this CMP 
amendment.  
3. Proposed CMP 
3.1 Residential Units and Density in CMP 
Parcel 34c is proposed for 156 units, with a density of 18.8 dwelling units per acre. Parcel 34b will 
maintain the approved density of 8 dwelling units per acre and will have 32 units. It is therefore 
proposed that Parcel 34b be less dense than Parcel 34c. A site plan has been submitted for the 
multi-family residential development proposed for Parcels 34b and 34c. The proposed 
development has a combined density of 15.28 dwelling units per acre and a total of 188 units.  
The overall density of the multi-family development is consistent with the multi-family residential 
density range in the Sundance CMP, which is 8.1-20 dwelling units per acre. The density proposed 
for Parcel 34c is greater than the density that is currently allowed under Commercial Center, but is 
within the Sundance CMP density range.  
The total number of planned units in the Sundance CMP will increase from 6,798 units to 6,954 
units, exceeding the currently approved units by 156. The total number of units proposed for the 
Sundance CMP will maintain the overall maximum density of 3.42 dwelling units per acre in the 
Sundance CMP. 
The Sundance CMP also currently allows for 6,933 potential maximum units; however, the 
maximum allowable units is proposed to include an exception for additional units on Parcel 34c to 
increase the total units to 6,954.

3.2 Development Standards 
The development standards for Parcel 34c are listed in Table 1 and are compared to the current 
development standards that were used to approve the 2022 site plan. These standards apply to 
Parcel 34c in the Sundance CMP only.

Justification: This CMP Major Amendment proposes a deviation from the current development 
standards that were used to approve the 2022 site plan. This deviation is necessary to be 
consistent with the housing product type proposed in this CMP amendment. The density of the site 
is greater than what was previously approved, but is consistent with the target density for multi-
family development in the CMP.  
This CMP also provides for setbacks that are greater than what was previously approved for this 
site. The proposed new setbacks provide greater front, side, and rear setbacks to ensure 
appropriate distancing from neighboring properties, including the single-family properties to the 
west and south. 
Additionally, the Buckeye Development Code requires a step-down for multi-family residential 
buildings that are taller than 35 feet if they are within 50 feet of an area zoned or used for single-
family residential. The proposed project borders a 90-foot-wide wash to the south, which is 
designated for single-family residential in the CMP exhibit. This CMP amendment proposes that for 
Parcel 34c, the measurement for the step-down requirement be from the multi-family residential 
building to the nearest single-family residential use. This language is being proposed to clarify the 
measurement standard, while considering the wash to the south, which is designated as single-
family residential in the CMP but is not a residential use.

3.3 CMP Summary of Land Uses 
The updated land program for the Sundance CMP is shown in Table II -1. The table reflects the 
increase in acreage under the Commercial land use, and the updated acreage for the approved 
specific plans for Commercial land uses. The percentages of totals have been updated 
accordingly. All changes are bolded. The updated description for the Commercial Use land use 
designation is included as Exhibit C.

3.4 CMP Land Program 
The updated land program for the Sundance CMP is shown in Table II -5. All changes are bolded. 
The updated description of the land use program for the Commercial land use intensity is included 
as Exhibit D. 
The proposed addition to the Sundance CMP will increase the overall unit count from the currently 
approved 6,798 units to 6,954 units. This addition and increase in units results in a density of 3.42 
dwelling units per acre, which is less than the Sundance CMP Residential target density of 5.1 
dwelling units per acre. The Sundance CMP includes a residential unit cap of 6,933 housing units, 
which is proposed to include an exception for an additional 21 units allowed on Parcel 34c only, 
thereby increasing the overall units to 6,954.

11. Community Land Use Plan
This section contains the principal elements of the Sundance Community Master Plan (CMP) including 
the community description, land use designations, and land use program. It is organized to provide 
both a project overview of the proposed development and the details of the C:t:IP components. 
A. Community Description
The Sundance CMP creates a cohesive community that introduces the stability, peace, and quiet of 
quality neighborhoods with a variety of housing types per the approved Brook.ridge Specific Plan. As 
shown on the Conceptual Land Use Plan, Exhibit 6, the mi.'Ced-use development pattern has a core area of 
commercial and employment activity along Watson Road with individual residential neighborhoods 
surrounding the core area. TI1e CMP development area is designed to be a cohesive community that not 
only stands on its own, but also integrates ,vith the existing lifestyles and development both directly 
south of the project site and in the Town of Buckeye. Tiuoughout the project site, open space areas are 
intermingled with residential areas and connected through a network of pedestrian, biking and multi-use 
trails that follow both natural washes and other existing features on the site. School sites are located off 
of major arterials and are focal points of activity and identity for the Sundance neighborhoods. 
A summary of the Sundance Ci\tfP land uses is provided in Table II-1, Summary of Land Uses. The 
majority of the Sundance community is proposed to be residential development ",jth a mi.'C of support 
commercial, regional commercial and employment uses.

The t:ugec density also defines the maximum number of dwelling unics per acre :t!lowed for a parcel, without
transferring density from another parcel.
The Conceptual Land Use Plan shown on Exhibit 6 provides for a maximum of 6,933 dwelling units*. This
is consistent with the approved Brookridge Specific Land Use Plan with the following additions. The
Land Use Plan from the Specific Plan allows for a maximum of 6,714 dwelling units. The Sundance
CMP includes an additional 10 acres of residential which increases the maximum dwelling units by 51
units to 6,765 units. Furthermore, the High School may not be required on the Sundance project. If it
is not required, we will convert the High School acreage to Low Density Residential with an average
density of 3 dwelling units per acre for the 56 acre High School Parcel. This will increase the total
number of dwelling units by 168 to a maximum of 6,933 dwelling units. Target densities as established
in the approved Brookridge Specific Plan were used to calculate the maximum number of units that
could be developed on any single parcel. Housing densities on each parcel can vary within the density
.range of the residential land use category. No one builder can exceed the target density on their
aggregate acreage under common ownership.
· Low Density Residential - Consistent with the approved Brookridge Specific Plan, low density
residential is planned for parcels 10, 32, 33, 35, 38, 41, 45, and 47. These parcels are adjacent to existing
low density, rural neighborhoods south of Durango Street and west of Dean Road and provide a
transition between the existing development and the denser development in the majority of the
Sundance CivfP. The target density for these parcels is planned to be 2.0 dwelling units per acre with a
density range from one to three (1 - 3) units per acre. Lots on parcels 32, 33, 35, and 38 along Dmango
Street between Watson and Rainbow Roads will be single story, south facing and on lots of one acre or
larger. Lot development standards are presented in Table II-3, Range of Residential DevelopmenlStandards.
Residential - The residential designation is planned for the majority of the Sundance CMP area and has
a target density of 5.1 units per acre per the approved Brookridge Specific Plan. The density in these
neighborhoods will range from three and one-tenth to eight (3.1 - 8) units per acre on lots ranging in
area from 4,000 to 10,000 square feet. A range of housing types will be developed including patio
homes and single-family attached and detached homes. Lot development options are presented in Table
II-3, Range of Residential Development Standards.
Multi-Family Residential - Multi-family residential is planned on parcels 1 and 11. These areas have a 
target density of 18 units per acre with a range of eight and one-tenth to twenty (8.1 - 20) units per acre. 
Apartments and single family attached homes are the proposed housing rypes. The minimum lot area

2. Commercial Uses
The commercial designations are designed to accommodate general commercial, retail, services, civic, 
cultural, entertainment, residential and recreational uses. A balance of commercial uses is provided to 
service the needs of the Sundance community but also to serve the region which is the intention of the 
Resort/Commercial land use designation along Watson Road. 
While the majority of commercial designations are along Watson Road on parcels 6, 7, and 8 and 
provide both local and regional access, the commercial parcels 30 and 51 along Yuma Road will provide 
services to the community at convenient neighborhood locations. Parcel 51 is envisioned as Community 
Center with Commercial uses including a golf course club house being allowed to senre the community. 
Parcels 9, 34c, and 49b will provide multi-family residential development. Commercial areas are 
accessible using a variety of transportation modes including pedestrian and automobile. The trail system 
of the community will link to commercial areas to provide easy access to services provided. (See Exhibit 
7: Conceptual Open Space and Trails)

The commercial sites range in size from a small neighborhood type commercial site at 10 acres to a 69 
acre resort/commercial site. The core commercial sites range from 14 to 25 acres in size.  For

C. Land Use Program
Exhibit 6: Conceptual Land Use Plan, consistent with the approved Brookridge Specific Plan, identifies 
the conceptual location and size of various land use designations in the CMP. These locations and sizes 
are what is planned with current knowledge of the site and the market. Several parameters will influence 
the layout of the land uses and the configuration of final locations of specific uses such as open space. 
Influencing factors include drainage corridors, jurisdictional waters delineation, flood plains, 
topographic features, archaeological resources, biological habitats, easements, rights-of-way and final 
arterial street alignment, as well as, economic and market conditions. 
Table II - 5: Land Program 
The land use program in this section provides flexibility for the CMP to respond to these various 
factors. Under this program, developers can adjust and/ or reallocate the designated land use locations 
and densities as the above factors are detennined. Table IJ-5 describes the Land Program and estimates 
the number of dwelling units using the target densities from Table ll-2: Residential. Densities. Target 
densities, determined by densities in the Brookridge Specific Plan and as shown in Table J;I-5, were 
used to detennine the number of dwelling units for each land use category-.

1. Residential Land Use Density
The detailed information presented in Table II-5, which is in substantial conformance with the 
Brookridge Specific Plan, is provided for conceptual phnning purposes only and is not to be construed 
as the actual site-specific location, acreage and density of the various land uses approved for the C1'fP. 
The actual site-specific informПtion will be defined once the specific drainageway delineations are 
completed and will be provided in the Final Drainage Plan. 
Land Use Density- Reallocation of residential dwelling units from the conceptual allocations as 
set forth in Table II-5: Land Program, shall be subject to the following provisions: 
Land Use Designation Locations - The site-specific location of each residential land use 
designation within the CJvfP area is defined on the ConceptJtal Land Use Plan, Exhibit 6. 
Residential Land Use Density Transfers - The owner of multiple parcels within of the C1,fP 
area may transfer residential dwelling units from one parcel to another and '.;!.mend Table II-5:
Land Program as required the Residential Documentation of Densi!J Transfer below. Reallocation of 
dwelling units in accordance with this Section shall not be considered as a major 
revision/amendment to the CMP pursuant to Section U.B.3 as long as the residentiai parcels 
affected by the transfer do not exceed the range of density allowed for the parcels' residential 
land use designation per Table II-2, Residential Densities. 
Residential Documentation of Density Transfer - Any submittal to the Planning Director 
which includes a request for a density transfer shall include: 1) the written consent of the 
developer; and 2) documentation which sets forth the reallocation of residential dwelling units 
within the Land Program and which indicates the parcels that have a reduction or increase in the 
number of dwelling units. At the time of preliminary plat or development site plan approval, the 
developer shall submit to the Planning Director documentation for inclusion in the land program 
indicating the final status of intensity of the affected parcels. Regardless of any reallocation, the 
developer shall not exceed the maximum density granted for each residential land use category as 
set forth in Table II-5: L.::md Program, without undertaking a major amendment of the OvfP 
pursuant to Section II.B.3. 
2. Commercial Land Use Intensity
Commercial land uses comprise 174.6 acres, (refer to parcels 6, 7, 8, 9, 30, 34, 34c, 49b, and 51 on 
Exhibit 6) of the development area in the commercial, Community Center,  and.resort/ commercial land 
use designations. The single resort/ commercial site on parcel 7 is 4.2 acres in size and is located to the 
north of Interstate 10 along Watson Road.  Community Center/commercial comprises 20.9 acres.  
Commercial land uses are located on a series of parcels throughout the project and comprise 115.0 
acres of land. Multi-family sites are planned for parcels 9, 34c, and 49b and make up 34.5 
acres. Any future reallocation of commercial use acreage from Exhibit 7: Conceptual Land Use Plan, and 
as set forth in Table II-5: Land Program shall be subject to the following provisions: 
Commercial Land Use Designation Locations - Commercial land use designations shall be 
limited to parcels 6, 7, 8, 30, 34, and 51. Final acreage and parcel boundaries shall be detennined

the Planning Director documentation for inclusion in the land program indicating the final status 
of use of the affected parcels. Regardless of any reallocation, developer shall not exceed the 
commercial land use designation acreage as set forth in Table II-5: Land Program; without 
undertaking a major amendment to the CIYfP pursuant Section II.B.3. 
3. Employment Land Use Intensity
Employment land uses comprise 67 acres of land and are located on parcels 4 and 5 near the proposed 
interchange at Watson Road and Interstate 10. The reallocation of employment development from the 
conceptual allocations is set forth in Table II-5: Land Program shall be subject to the following provisions: 
Employment Designation Locations - Employment land use designations shall be limited to 
parcels 4 and 5. Final acreage and parcel boundaries shall be detennined upon completion of the 
preliminary plat or development site plan approval and shall be updated in the Land Program. 
Employment Land Use Transfers - The owner of any portion of the CIYIP area may not transfer 
the employment lanο use designations from one parcel to another without prior major amendment 
to the CMP pursuant to Section II.B.3.
