IGA - ADOT - Staffing - Intersection of Interstate 10 and Jackrabbit Trail - Traffic Interchange Construction Project Regular Council Meeting, Non-Consent John Willett April 21, 2026 1 Project Overview • ADOT will deliver the project using the Construction Manager at Risk (CMAR) method. • Scope includes: • I-10 / Jackrabbit Trail Traffic Interchange • I-10 widening from SR 85 to Loop 303 • The City will maintain an active seat at the table throughout construction. • First time utilizing this process. 2 City's Role • Participate in ongoing project coordination meetings • Represent City interests related to: • Quality • Project Timing • Resident Impacts • Support ADOT by addressing City-related project issues. • Assist in development and review of Guaranteed Maximum Price (GMP) estimates for each phase. 3 Key Benefits • Establishes a reimbursement funding mechanism through ADOT for eligible City costs. • Ensures the City has a proactive voice in a critical regional infrastructure project. • Protects city/community interests while leveraging ADOT-funded support. • This agreement allows the City to remain directly involved in decision-making while ensuring city costs are reimbursed through ADOT. • ADOT reimburses costs up to $350,000 per year. 4 5
