Public Works Fee Explanation 
HHW drop off fee - $40.00 
This fee represents the average cost per participating resident for disposal of household hazardous waste (not 
including paint). It includes the annual receiving, storage, and disposal costs incurred by the city for the 
household hazardous waste program, per participant.   This cost was obtained by calculating the disposal 
costs per pound of material per participant over the past three years of household hazardous waste 
collection. 
Curbside Collection of Freon Appliances $45.00 
This fee covers the average transport cost of collecting an item from a home in Buckeye and transporting the 
item to our Public Works Yard, including associated staff time and materials. The fee is the same for freon 
appliances or household hazardous waste, as it is only for transport.  This service is offered in response to 
resident requests for staff collection of these materials. 
Freon Appliance Disposal - $25.00 
This fee is based on the average cost to hire a contractor to remove freon from appliances, with a minimum of 
15 refrigerators processed at one time. This represents a collective purchasing power for this service. 
Annual Price increase of 4% 
The solid waste industry has seen consistent year-over-year cost increases, driven by higher over-the-road 
shipping expenses, rising regulatory fees, and increased staffing costs. To sustain responsible and cost-
effective operations, annual rate adjustments will be adopted using the Bureau of Labor Statistics (BLS) 
Consumer Price Index (CPI) subcategory for “Water and Sewer and Trash Collection Services.”

Public Works recommends a 4.0% annually for the next 5 years.

This benchmark closely reflects industry inflation and ensures that city rates remain up-to-date with 
actual operating cost pressures, including ongoing increases in labor, transportation, and regulatory 
compliance across the solid waste sector.
