February 3, 2026 Special Council Meeting and Executive Session Minutes CITY OF BUCKEYE SPECIAL COUNCIL MEETING AND COUNCIL EXECUTIVE SESSION FEBRUARY 3, 2026 MINUTES City Council Chambers 530 East Monroe Avenue Buckeye, AZ 85326 5:00 p.m. 1. Call to Order/Roll Call Mayor Orsborn called the meeting to order at 5:00 p.m. Members Present: Councilmember Youngker (via Microsoft Teams), Councilmember Berry, Councilmember Beard, Councilmember HagEstad, Councilmember Heustis, Vice Mayor Goodman, and Mayor Orsborn. Members Absent: None. Departments Present: City Manager Doug Sandtrom, Deputy City Manager Dave Roderique, Deputy City Manager Javier Setovich, Deputy City Manager Jared Askelson, City Attorney Tosca Henry, Deputy City Clerk Summer Stewart, and Program Management Office Director James Shano. 2. Convene into Executive Session At 5:00 p.m., a motion was made by Vice Mayor Goodman and seconded by Councilmember Goodman to convene into Executive Session pursuant to A.R.S. Sections 38-431.03 A.3 and 38- 431.03 A.7 for a discussion or consultation for legal advice with the attorney or attorneys of the public body relating to the use of the City’s condemnation authority and discussions or consultations with designated representatives of the public body in order to consider its position and instruct its representatives regarding negotiations for the purchase, sale or lease of real property along and in the vicinity of the intersection of Broadway Road and Watson Road in Buckeye, Arizona. Motion passed unanimously. 3. Reconvene into Public Meeting At 5:30 p.m., a motion was made by Vice Mayor Goodman and seconded by Councilmember HagEstad to reconvene into the Public Meeting. Motion passed unanimously. 4. Adjournment There being no further business to discuss, Mayor Orsborn adjourned the meeting at 5:30 p.m. _________________________________ Eric W.
