ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on the (i) Slope Easement Agreement and (ii) Temporary Construction Easement,
between the City of Buckeye, an Arizona municipal corporation, as Grantor, and Starlight Homes, L.L.C.,
a Delaware limited liability company, as Grantee, situated along the western boundary of the Jackie
Meck Water Campus; and authorize and direct the Mayor, City Manager, City Clerk, and City Attorney to
take all steps necessary to carry out the purpose and intent of said Easements.

SUMMARY
PROJECT DESCRIPTION:
The Vista Bonita residential subdivision requires a retaining wall to support the proposed site grading
along the subdivision's eastern property line, which is shared with the existing City of Buckeye Jackie
Meck Water Campus. To provide adequate structural support for this retaining wall, an engineered slope
must be constructed on the City’s property. Establishing a slope and corresponding easement will allow
the City to preserve, access, and maintain this area to ensure the long-term stability of the retaining wall
and to protect adjacent City facilities. The easement formalizes responsibilities and ensures the slope
remains properly maintained as part of the complete development.
BENEFITS:
The slope area along the water campus boundary protects the retaining wall along the shared boundary
by preventing erosion or undermining of the water campus property boundary and preserves integrity of
both the wall and the surrounding grade. The wall will also provide increased security for the water
campus.
FUTURE ACTION:
Signature and recordation of the Slope Easement and TCE. Minimal maintenance of slope abutting wall
along the property.
