Council to take action on Change Order No. 1 to the Professional Services Agreement (Contract No.
32600032) between the City of Buckeye, an Arizona municipal corporation, and Logan Simpson Design,
Inc., an Arizona corporation, related to the Airport Specific Area Plan; and authorizing the City Manager
to execute and deliver said Change Order on behalf of the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
The City's Development Services Department is working with consultant Logan Simpson Design, Inc. to
develop an area plan for the land surrounding the Buckeye Municipal Airport. Preparation of this Airport
Specific Area Plan began in February 2026 under a contract totaling $235,064. This Council action
amends Contract No. 32600032 by $50,000, from $235,064 to $285,064, incorporating the allowance for
additional services that were included in Exhibit B of the Original Agreement - Fee Proposal, but was
excluded from the original not-to-exceed amount. The additional services are primarily intended for
enhanced community engagement, a mobile immersion lab interactive and facilitated virtual reality fly-
through showcasing final design concepts developed through the Airport Specific Area Plan planning
process. Council approval is required, as this amendment increases the total value of the contract with
Logan Simpson Design, Inc. beyond $250,000 to $285,064. The Airport Specific Area Plan is anticipated
to be completed by the first quarter of 2027.
BENEFITS:
This contract amendment will allow for the option to engage in the additional services portion of the
Original Agreement, which provides for enhanced community engagement, including a mobile immersion
lab interactive and facilitated virtual reality fly-through showcasing final design concepts developed
through the Airport Specific Area Plan planning process.
FUTURE ACTION:
The Airport Specific Area Plan planning process will involve a series of public engagement meetings as
well as Council and Planning and Zoning Commission workshops. A Council Workshop, where staff and
the consultant will solicit Council feedback on the Airport Activity Center boundary and key
considerations for the development of the plan, is planned for late April. A Planning and Zoning
workshop is expected to occur in May, followed by stakeholder meetings and community open houses
throughout the summer, and an additional Council workshop in late summer.
FINANCIAL IMPACT STATEMENT:
Approval of the amendment will authorize expenditure of an additional $50,000, bringing the total project
cost to $285,064. The additional $50,000 will come from the existing Development Services Department

budget. No additional budget authority is required.
