Council to take action to ratify and approve the submission of a $533,563.80 grant application that
supports the establishment of a dedicated investigative capacity for street-level drug activity and to
curtail the flow of illicit drugs, drug proceeds, illicit drug use, and interdict drug-related activities; and
authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to take all steps necessary to
carry out the purpose and intent of the grant application.

SUMMARY
PROJECT DESCRIPTION:
This grant supports the formation of a task force consisting of two detectives and one civilian investigator
to conduct drug, gang, and violent crime investigations and interdictions in conjunction with state-of-the-
art mobile device data extraction software. The new drug enforcement task force personnel would be
selected based on their experience, productivity, and demonstrated performance. Their core mission
would be to conduct drug enforcement with a focus on identifying indicators of criminal enterprise
activity. Over time, the hope is to reduce drug-related crimes within Buckeye and the greater Phoenix
region, as interdiction efforts become more effective through the new drug-enforcement task force and
data extraction software. However, to reduce long-term negative impacts of drug-related activities, the
Buckeye Police Department (BPD) will need to utilize the drug-enforcement task force to increase arrests
and interdiction activities. Adding the grant-requested drug-enforcement task force enables BPD to
provide a new drug enforcement service to address the growing drug crimes and interdict when possible.
The grant request is $400,172.85 with a required City match of $133,390.95 over a 12-month period.
BENEFITS:
The program will reduce drug-related crimes through the task force's interdiction efforts utilizing man-
hours and state-of-the-art extraction software. Through interdiction, arrests for the manufacturing,
distributing and transporting of illegal/illicit drugs will increase. Collaborative and intelligence-driven
investigations through software and personnel will provide the ability to backtrack how crimes occur or
how they will occur in the future. The addition of this task force will increase drug enforcement activities
by approximately 6,300 man-hours per year. Use of the mobile device data extraction software can be
used to double the impact on data and offender identification discovery.
FUTURE ACTION:
To create an Intergovernmental Agreement between the Buckeye Police Department and the Glendale
Police Department for the joint task force, and to apply for any future grants that meet the criteria. If grant

funds are not available, the task force and software will be funded from the General Fund. If awarded,
the award will be brought to Council for the match and full-time positions approval.
FINANCIAL IMPACT STATEMENT:
The total needed for wages, equipment and training for two detectives, and one civilian intelligence
analyst is $533,563.80. The grant request is for $400,172.85 with a City of Buckeye required match of
$133,390.95. If awarded, the grant will be brought to Council for acceptance inclusion in the budget.
