Project Description:   
 The project will construct a multi-modal bridge over connectivity barriers: an irrigation canal and railroad 
tracks, involving community and stakeholder engagement for the benefit of a historically disadvantaged 
community. The bridge will connect Watson Road from Southern Avenue to MC 85. It will also connect the 
community to employment and economic prosperity by means of vehicle, walking, bicycling, and rolling. The 
mitigation of the burdening railroad tracks and irrigation canal will improve economic opportunities, air 
pollution, reduce environmental harm, and improve community accessibility and safety for the disadvantaged 
communities in Buckeye.

Plans Once Grant Expires:  
 If awarded, this project will be included in the approved City of Buckeye's Capital Improvement Plan. 
 
 
Objectives and Expected Outcomes:  
 To decrease vehicle emissions--possibly up to three million pounds per year--and equitably distribute the 
benefits of improved air quality, thereby enhancing the neighborhood's environmental and health conditions. 
The overpass will be Americans with Disabilities compliant providing for walking, bicycling, and rolling, as well 
as vehicular traffic. Adaptive street lighting will contribute significantly to reducing energy consumption. Low-
carbon construction materials will improve environmental sustainability and could potentially extend the life 
of the roadway surface in addition to reducing harmful emissions. The Walmart Distribution Center, the Ross 
Dress for Less Distribution Center, Cardinal Glass along with potential new commercial development have the 
potential of supporting 4,100 jobs. At an average hourly wage of $15 per hour, the economic benefit to this 
area could provide $128 million annually.
