Council to take action on the Addendum to Enterprise Agreement No. 00348320.0 (Contract
No.32600160) between the City of Buckeye, an Arizona municipal corporation, and Environmental
Systems Research Institute (ESRI) Inc., a California corporation, to provide software, licensing and
services; and authorize the City Manager to execute said Addendum on behalf of the City of Buckeye.

PROJECT DESCRIPTION:
The ESRI Enterprise Agreement provides a comprehensive licensing solution for Geographic Information
System (GIS) software, designed for organizations seeking to streamline access to advanced spatial
technology, enhance data-driven decision-making, and support enterprise-wide geospatial capabilities.
This multiyear agreement delivers organization-wide access to Esri's industry-leading ArcGIS platform
under a single, simplified contract structure.
Key Features:
Enterprise-Wide GIS Access: Enables deployment of ArcGIS software and services across
departments, including mapping, spatial analytics, data management, visualization, and field
operations, empowering users from various roles to leverage location intelligence.
Flexible Deployment Options: Supports a combination of cloud-based (ArcGIS Online), on-
premises (ArcGIS Enterprise), and hybrid environments, allowing the organization to adopt
modern GIS workflows at its preferred pace while integrating with existing systems.
Simplified Procurement and Management: Reduces administrative overhead through consolidated
licensing, predictable budgeting, and streamlined ordering, with options for programmatic or
customized agreements tailored to organizational size and needs.
Comprehensive Capabilities: Includes core ArcGIS tools for advanced analysis, 3D visualization,
real-time data integration, mobile applications, and sharing via web maps and apps, fostering
collaboration and innovation in areas such as planning, public works, emergency response, and
economic development.
Support and Benefits: Provides access to software updates, technical support, training resources,
and professional services to ensure successful implementation, ongoing optimization, and

Strategic Partnership for Professional Services: Collaborate directly with Esri's team of GIS
experts and certified consultants to receive tailored professional services, including system
architecture design, implementation planning, custom application development, data migration,
workflow optimization, and ongoing advisory support to maximize the value of the ArcGIS platform
and accelerate adoption across departments.
Access to Specialized Professional Services: Leverage Esri's professional services offerings—

such as consulting, training, configuration assistance, and project-based implementation—under
flexible terms within the Enterprise Agreement framework, ensuring seamless integration of GIS
solutions with existing municipal systems, custom geospatial applications, and enterprise
initiatives.
Additional Licensing for Specialized Modules and Extensions: Easily add licensing for advanced
ArcGIS modules and extensions (e.g., ArcGIS 3D Analyst, Spatial Analyst, Network Analyst,
GeoEvent Server, Image Server, or other specialized capabilities like real-time analytics,
advanced imagery processing, or location referencing) as organizational needs evolve, with
streamlined procurement and no need for separate negotiations.
Scalable Expansion of Capabilities: The agreement supports incremental licensing of additional
user types, apps, extensions, and servers to accommodate growth in user adoption, new
departmental requirements, or emerging geospatial projects, enabling the organization to expand
advanced features like 3D visualization, predictive analytics, or mobile field operations without
disrupting the core licensing structure.
Over the next three years, as additional capabilities are incorporated, the spending limit for this contract
will not exceed $600,000.

benefits from expert professional services for implementation, custom development, workflow
optimization, and advisory support, plus easy scalable addition of specialized modules, extensions, and
user types as needs grow. This enables enhanced data-driven decision-making, operational efficiencies,
innovation, and collaboration across departments like Development Services, Public Works, Public
Safety, and Economic Development.
FINANCIAL IMPACT STATEMENT:
Over the next three years, as professional services and additional capabilities are incorporated, total
spending under this contract will not exceed $600,000.
CURRENT FISCAL YEAR TOTAL COST:
The department will spend up to $150,000 on this contract in FY25-26, which is included in the budget.
