Council to take action on Resolution No. 31-26 approving Amendment No. One to Intergovernmental
Agreement IGA No. 24-0010903-I between the City of Buckeye, an Arizona municipal corporation, and
the State of Arizona, relating to improvements along Maricopa County Route 85 and Miller Road; and
authorizing the Mayor to execute and deliver Amendment No. One to Said Agreement.

SUMMARY
PROJECT DESCRIPTION:
In July of 2025, the City and IGA entered into an Intergovernmental Agreement (IGA), to install conduit
and fiber optic cable along Miller Road from Pima Street South to MC 85 (Monroe Avenue) and Monroe
Avenue from Miller Road East to Eason Avenue, including the connections to thirteen existing traffic
signals. The City is not self-certified to administer federally funded grants; therefore, the City entered into
an IGA with the Arizona Department of Transportation (ADOT) so they can administer the project for the
City. With the increase in construction costs since the Grant funding was originally awarded to the City
through Maricopa Association of Governments (MAG), the City pursued and was awarded additional
funding. This is Amendment No. One to the IGA to increase the total construction costs, including the
City’s share and the Federal share.
ADOT will administer the construction of a City designed project to install conduit and fiber optic cable
along Miller Road from Pima Street South to MC 85 (Monroe Avenue) and Monroe Avenue from Miller
Road East to Eason Avenue, including the connections to 13 existing traffic signals. This is in relation to
the City’s Capital Improvement Program (CIP) Project No.101760 Miller MC-85 to I-10 & Monroe Ave.

BENEFITS:
The benefits of the project will be the installation of conduit and fiber optic cable along Miller Road from
Pima Street South to MC-85 (Monroe Avenue) and Monroe Avenue from Miller Road East to Eason
Avenue, including the connections to 13 existing traffic signals. The Transportation Program within the
Program Management Office (PMO) will be able to manage the 13 traffic signals from the Transportation
Management Center (TMC) located at City Hall East at The Landing. 
FUTURE ACTION:
There is no future action for City Council associated with the approval of Amendment No. One to an
existing IGA. Upon the completion of the construction associated with this Amendment No. One to an
existing IGA, the City's Public Works Department will assume maintenance of the ITS fiber installed
along Miller Road from Pima Street south to MC-85 (Monroe Avenue) and Monroe Avenue from Miller
Road East to Eason Avenue, including the connections to 13 existing traffic signals.  The Transportation

Program within the Program Management Office (PMO) will be able to manage the 13 traffic signals from
the Transportation Management Center (TMC) located at City Hall East at The Landing.  
FINANCIAL IMPACT STATEMENT:
Amendment No. One to the IGA increases the city's share for construction funding for the IGA with
ADOT from $82,538 to $110,401. The project's budget has sufficient funding for this Amendment.
