COOPERATIVE CONTRACT PURCHASE ADDENDUM (CCPA) BETWEEN THE CITY OF BUCKEYE AND B & F CONTRACTING, INC. JOB ORDER CONTRACT FOR CITYWIDE ELECTRICAL CONTRACT NO. 32600204 THIS COOPERATIVE CONTRACT PURCHASE ADDENDUM ( entered into as of _____________________, between the City of Buckeye, an Arizona municipal City , and B & F Contracting, Inc., an Arizona corporation Contractor WHEREAS, after a competitive procurement process, which is documented in the Award attached hereto as part of Exhibit A, the City of Scottsdale and Contractor entered into Contract No. 2025-005-COS, dated January 28, 2025, (such contract and subsequent amendments thereto herein referred to as the Scottsdale , which is attached hereto as Exhibit A and incorporated herein by reference); and WHEREAS, the City is permitted by Section 24-3-16 of the City Procurement Code to make purchases via cooperative purchasing pursuant to a cooperative purchasing contract; and WHEREAS, the Contractor has made a proposal to the City, which is attached hereto as Exhibit B and incorporated herein by reference ( Proposal ); and WHEREAS, the City desires to accept the Proposal and enter into a contract with the Contractor under the terms and conditions of the Scottsdale Contract, by issuing this Addendum to said contract. THEREFORE, the City now enters into this Addendum with the Contractor for the goods and services set forth in Exhibit B. This Addendum incorporates the terms and conditions of the Scottsdale Contract, except to the extent superseded herein. All references in the Scottsdale Contract to the City of Scottsdale shall be read to refer to the City of Buckeye. This Addendum shall be effective as of the date set forth above for approval and remain in effect for the remainder of the Scottdale Contract s term unless such term is modified or extended pursuant to the terms of the Scottsdale Contract. Payments to the Contractor shall be calculated in accordance with Exhibit B, in a total amount not to exceed Six Hundred Ninety-Six Thousand One Hundred Ten Dollars and Twenty-Nine Cents ($696,110.29). FURTHER, this Addendum is subject to cancellation pursuant to ARS §38-511. FURTHER, to the extent applicable, the Contractor and its subcontractors warrant compliance with all federal immigration laws and regulations that relate to their employees and their compliance with the E-Verify requirements under A.R.S. § 23- or its subcontractors failure to comply with such warranty shall be deemed a material breach of this Addendum and may result in the termination of this Addendum by the City. The City retains the Job Order Contract for Citywide Electrical Contract No. 32600204 B & F Contracting, Inc. 1 (REV. 6.10.25) work or services pursuant to this Addendum to ensure compliance with these warranties. FURTHER, to the extent applicable, the Contractor warrants that it is not participating and will not participate in prohibited activity in contravention of A.R.S. § 35-393.01. FURTHER, to the extent applicable under ARIZ. REV. STAT. § 35-394, Contractor certifies that it does not currently, and agrees for the duration of this Agreement that it will not use (i) the ethnic Uyghurs or services produced by the forced labor of ethnic Uyghurs, or (iii) any Contractors, subcontractors, or suppliers that use the forced labor or any goods or services produced by the forced labor of ethnic Uyghurs. If Contractor becomes aware that it is not in compliance with this paragraph, Contractor shall notify the City of the noncompliance within five (5) business days of becoming aware of it. If Contractor fails to provide a written certification that Contractor has remedied the noncompliance within one hundred eighty (180) days after that, this Agreement shall terminate unless the termination date of this Agreement occurs before the end of the remedy period, in which case this Agreement terminates on the Agreement termination date. FURTHER, the Parties agree that the Addendum and Exhibits thereto shall be governed by State of Arizona law and suits pertaining to the Addendum and Exhibits thereto may only be brought in courts located in Maricopa County, Arizona. FURTHER, all modifications, including but not limited to service additions and deletions, will be made in writing and with the written agreement of both parties. FURTHER, in the event of any inconsistency between this Addendum, the Scottsdale Contract, and Exhibit B, the documents shall govern in that order. FURTHER, in the event the Contractor terms of sale or service were provided to the City agreement or other understanding shall in any way modify a City issued or approved contract or the terms of this Cooperative Contract Purchase Addendum (CCPA). Project Title Construction of High-Intensity Activated Crosswalk (HAWK) Signals at the following locations within the City of Buckeye: 1. S. Apache Road north of Youngker High School 2. 9th Street at East Monroe Avenue 2. Project Background The City of Buckeye will construct two High-Intensity Activated Crosswalk (HAWK) signal crossings to enhance pedestrian safety and provide controlled crossings along key corridors within the City. These installations are designed to improve pedestrian access near schools, civic facilities, and pedestrian travel routes by allowing pedestrians to activate a traffic control signal that temporarily stops vehicular traffic. All work shall be completed in accordance with the approved design plans prepared by HR Green, Inc., and in compliance with City of Buckeye Engineering Design Standards, MAG Uniform Standard Specifications, and MUTCD requirements. 3. Project Locations Location 1 S. Apache Road north of Youngker High School City of Buckeye, Arizona Location 2 9th Street at East Monroe Avenue City of Buckeye, Arizona 4. Scope of Work The Contractor shall provide all labor, supervision, materials, equipment, traffic control, testing, and incidentals necessary to construct fully operational HAWK) signal systems at both project locations. All work shall be performed in accordance with the project design plans and City standards. Job Order Contract for Citywide Electrical Contract No. 32600204 B & F Contracting, Inc. 158 (REV. 6.10.25) 4.1 Traffic Signal Infrastructure The Contractor shall furnish and install traffic signal infrastructure, including, but not limited to: Traffic signal poles and foundations Mast arms Traffic signal heads Pedestrian signal heads Pedestrian push buttons Signal mounting assemblies LED luminaires mounted to mast arms Traffic signal cabinets Signal cabinet foundations Electrical service pedestals Ethernet network switch equipment Traffic signal controller, cabinet components, and associated hardware Battery Backup Unit (BBU) and foundation Industrial Ethernet switch (Cisco IE3300) Uninterruptible Power Supply (UPS) system Cabinet wiring and internal signal components Each location shall include a complete traffic signal cabinet system capable of supporting HAWK signal operations and communications. 4.2 Poles and Mast Arms The Contractor shall install signal poles and mast arms consistent with the design plans, including: S. Apache Road north of Youngker High School Installation of: Traffic signal Q poles with foundations 40-foot signal mast arms Signal heads and pedestrian indications LED luminaires mounted to mast arms 9th Street and Monroe Avenue Installation of: R-pole traffic signal with foundation A-pole traffic signal with foundation 55-foot signal mast arm Signal heads and pedestrian indications LED luminaires mounted to mast arms Job Order Contract for Citywide Electrical Contract No. 32600204 B & F Contracting, Inc. 159 (REV. 6.10.25) 4.3 Signal Communications and Monitoring Systems The Contractor shall install communication and monitoring systems to support signal operations and remote monitoring, including: Hanwha PTZ CCTV camera system Ubiquiti Wave Nano wireless radio equipment Data communication cabling Ethernet networking equipment within the signal cabinet Signal communication integration with City infrastructure These systems shall allow remote monitoring and signal communications between the crossing and City systems. 4.4 Underground Conduit and Electrical Work The Contractor shall perform underground utility and electrical installation, including: Installation of underground conduit systems Installation of PVC conduits with detectable mule tape Installation of conduit beneath existing pavement Installation of pull boxes and electrical junction points Installation of power service connections Installation of signal wiring and cabling Color coding of signal wiring in accordance with City standards Installation of grounding systems, including ground rods at the electrical service and signal cabinet foundations in accordance with City standards. All underground construction shall comply with MAG standards and City of Buckeye engineering requirements. 4.5 Civil Improvements Civil improvements shall be constructed as required by the design plans and shall include: Concrete curb and gutter improvements Construction of ADA-compliant curb ramps Installation of truncated dome detectable warning panels Sidewalk removal and replacement where required Reconstruction of valley gutters where necessary Milling and replacement of asphalt pavement Microseal and crack seal surface treatments Job Order Contract for Citywide Electrical Contract No. 32600204 B & F Contracting, Inc. 160 (REV. 6.10.25) Restoration of pavement and adjacent roadway surfaces All civil work shall comply with MAG Standard Details and City engineering standards. 4.6 Signing and Pavement Markings The Contractor shall install traffic control signage and pavement markings, including: Pedestrian crossing pavement markings Thermoplastic striping Pedestrian crossing symbols Stop bars and lane striping Installation of new traffic signs Relocation of existing signage where required Removal and salvage of existing signs where indicated Installation of signposts and foundations Salvage and return of any removed City-owned equipment, signage, or signal hardware to the City of Buckeye Public Works Department. All pavement markings and signage shall comply with MUTCD standards and City of Buckeye specifications. 4.7 Traffic Control The Contractor shall provide and maintain traffic control for the duration of construction, including: Traffic control plans Barricades and signage Lane closures Work zone protection Pedestrian routing and safety measures Coordination with City inspectors Traffic control shall comply with: MUTCD City of Phoenix Barricade Manual City of Buckeye traffic control requirements. Construction activities near Youngker High School and at the school crossing at 9th Street and Monroe Avenue are expected to occur during the summer recess, when school is not in session. The Contractor shall continue to coordinate with the City of Buckeye to minimize impacts on any summer programs, pedestrian activity, or community use of school facilities. Job Order Contract for Citywide Electrical Contract No. 32600204 B & F Contracting, Inc. 161 (REV. 6.10.25) 4.8 Utility Coordination Utility coordination for both HAWK signal installations has been completed during the design phase. Coordination logs were prepared and distributed to all known utility providers serving the project areas. Based on responses received from the utilities, no utility relocations are currently anticipated, except for coordination with Arizona Public Service (APS) for electrical service to the new traffic signal equipment. All other utilities have either: Confirmed no conflict with the proposed improvements, or Identified facilities that must be protected in place during construction. The Contractor shall perform the following: Verify all underground utilities before excavation by contacting Arizona 811 (Blue Stake). Coordinate with APS for electrical service installation and inspection associated with the signal cabinet and power pedestal. Protect all existing utilities in place during construction. Notify the Engineer of Record and the City of Buckeye immediately if previously unknown utilities or conflicts are encountered during construction. Comply with all requirements of the respective utility companies when working near existing utility infrastructure. All work near utilities shall be performed in accordance with the approved construction plans and utility coordination notes included in the project drawings. 4.9 Inspections and Testing The Contractor shall coordinate inspections and testing with the City of Buckeye, including: Pre-construction meeting Electrical inspections Civil infrastructure inspections Signal equipment testing System operational testing Coordinate with the City of Buckeye Traffic Signal Technician for signal cabinet setup, signal timing configuration, and final system activation. The City shall be notified at least 24 hours before inspection activities. Final activation of the High-Intensity Activated Crosswalk (HAWK) signal systems shall occur only after successful completion of all testing, inspections, and approval by the City of Buckeye Traffic Engineering Division. The Contractor shall coordinate signal activation with the City and shall not place the signals into operation without City authorization.
